  3. Organizational Structure and Strategic Planning In the past several weeks, we have explored the formal and informal relationships that make up the early intervention system (EIS). We have discussed ways in which the EIS benefits from leaders seeking and valuing the diverse viewpoints of people and agencies who comprise the EIS when conducting a scan of the environment. Organizational Structure and Strategic Planning Once an environmental scan has been conducted, the leader must determine the extent to which the current status of the EIS differs from the envisioned future. What is a Strategic Plan? • For individuals, teams, agencies in the early intervention system, strategic planning identifies the actions needed to make improvements, focuses limited resources (human, financial, technical, etc.,) and defines the time required for change Early Intervention Leadership Academy MSDE/CTE

Sample Scenario • For the remainder of this presentation, we work on completing a simple strategic plan that addresses one goal and one objective. • This plan will be based on the scenario from Week 3 and our SWOT analysis created during the Week 3 chat. Objectives • It can be difficult to make a single jump from current status of the EIS as documented in the environmental scan to the future as seen in the shared vision or goal. • Objectives break down this single jump into smaller, measurable steps • The following is one objective for our goal. People or Agencies Responsible • One has to be careful to appropriately identify the people or agencies involved in executing the strategies need to move toward a shared vision or goal. • Leaders need to influence and support partners to accept roles that are consistent with the shared vision and are also consistent with the unique mission of the agency they represent • In this example, multiple agencies are involved.   27. Summary • Strategic planning begins with an analysis of the current status of the challenge at hand. That challenge may be as broad as the entire EIS or as focused as a daily challenge for a single staff member. • A strategic plan defines the steps involved in bridging the distance between the current status and the envisioned future • It is the leader’s responsibility to engage the appropriate stakeholders, assist in developing the strategic plan, executing the plan, and conducting periodic reviews and updates of the plan.
