Objectives • To gain an understanding of the NCLB law defining Highly Qualified • To gain an understanding of the BESE ruling concerning certification for new teachers • To become familiar with ERO and how CLU’s are recorded • To develop an understanding of the purpose of the Quality Support Team visits • To introduce the Edusoft benchmark testing procedure • To introduce the Walk-Through procedure

  6. HQ As a requirement of the federal NCLB statute, states must develop a plan to reach the goal that "all teachers of core academic subjects be highly qualified by the end of the 2005-2006 school year.”

  7. New ELEMENTARY Teacher (Grades 1-5) • Must hold a valid elementary school education teaching certificate or a special education certificate that includes elementary school grades (with no emergency, temporary, or provisional waivers), and • Must pass the Louisiana content-specific elementary education licensing exam. 1

  8. New Middle School Teacher (Grades 6-8) • Must hold a valid teaching certificate appropriate for grades 6-8 or a special education certificate that includes middle school grades (with no emergency, temporary, or provisional waivers), and • Must have accomplished at least one of the following: a. Passed the state subject-specific licensing examination for middle school academic content area or secondary academic content for every core academic subject the individual teaches; or b. Completed coursework equivalent to an academic major in a content area for every core academic subject the individual teaches; or c. Earned a master's degree in a content area for every core academic subject the individual teaches.

  9. New Secondary School Teacher (Grades 9-12) • Must hold a valid secondary education teaching certificate for every core academic subject the individual teaches (with no emergency, temporary, or provisional waivers); and • Must have accomplished at least one of the following: a. Passed the state subject-specific licensing examination for a secondary academic content area for every core academic subject the individual teaches; or b. Completed coursework equivalent to an academic major in a content area for every core academic subject the individual teaches; or c. Earned a master's degree in a content area for every core academic subject the individual teaches.

  10. Certification • Teachers with a Level 1 Professional Certificate must pass the Louisiana Assistance and Assessment Program and teach for three years in their certified area to receive a Level 2 Professional Certificate. • Teachers with a Level 1 or Level 2 Certificate are eligible for a Level 3 Certificate if they complete a Master’s Degree, teach for five years in their certified area, and pass the Louisiana Assistance and Assessment Program. 2

  11. Renewal of Certificates • Level 2 and Level 3 teaching certificates are valid for a five-year period. Teachers must complete 150 Continuing Learning Units (CLUs) of professional development over a five-year time period in order to have a Level 2 or Level 3 Professional License renewed.

  12. What is a CLU? • A Continuing Learning Unit (CLU) is a professional development activity that builds capacity for effective, research-based, content-focused teaching and learning that positively impacts student achievement. • A CLU quantifies an educator's participation in high quality professional development aligned with an educator's individual professional growth plan.

  13. Who needs to earn CLUs? • All educators are encouraged to continue their professional learning throughout their careers. At the present time, the only two groups of educators that are required to earn CLUs are: (1) educators seeking the NCLB highly qualified status under Louisiana's HOUSSE option, and (2) educators with a Level 2 or Level 3 Professional License

  14. HOUSSE (High Objective Uniform State Standard of Evaluation). • The federal NCLB act requires that all teachers meet the definition of highly qualified by the end of the 2005-2006 school year. One component of highly qualified is demonstration of content mastery, as evidenced by a content-specific test, coursework, or the HOUSSE option. • In Louisiana, a teacher choosing the HOUSSE option must complete a total of 90 CLUs that are specific to his/her teaching assignment(s) and area(s) of certification. The HOUSSE option also allows for a teacher’s previous work experience as a fully certified teacher to be credited as CLUs at the rate of three (3) CLUs for each year of successful experience in the content area, with a maximum of 45 CLUs earned through work experience. • CLUs for HOUSSE are content-focused. 3

HOUSSE CLU’s • Examples of the types of professional development experiences that could qualify for CLUs that meet the definition of highly qualified under HOUSSE include: • Professional development related to state or diagnostic assessments in the content area or academic content standards • University courses (subject-specific or content methodology-specific) • Workshops, institutes, seminars, conferences in the targeted content areas • Participation in the LINCS program in the targeted content area • National Board for Professional Teaching Standards in the targeted content area • Curriculum Mapping, Curriculum Alignment, and Curriculum Auditing

  16. CLU requirements for relicensure for educators holding a Level 2 or Level 3professional license • Must be of high quality as defined in the Louisiana Professional Development Guidance; • Must be aligned with the educator's individual growth plan; • May be delivered face-to-face, online, or through video conferencing; • Should focus on learning that contributes to the knowledge, skills, and dispositions of the individual as an educator; and • May include subject-specific content, pedagogy, instructional technology, classroom management, instructional strategies, assessment, school improvement strategies (to name a few - this list is not all inclusive).

  17. What information does a teacher have to keep to prove he/she has earned CLUs? CLUs in EBRPSS are divided into five groups: 1. School wide professional development, 2. District wide professional development, 3. Regional/State wide professional development, 4. Independent professional development providers, conferences, and conventions 5. University credit (both online and face to face) 4

  18. School wide professional development Professional Development conducted at the school level should be entered in the Electronic Registration Online (ERO) system. One person at each school has been trained to enter this information. • DEADLINE: All school wide professional development must be entered no later than one month after the activity date. • DOCUMENTATION: Agenda and official sign in sheets should be sent to the Professional Development office.

  19. District wide professional development Professional Development conducted at the district level should be entered in the Electronic Registration Online (ERO) system. Departments responsible for hosting the event are responsible for placing the registration and event on the ERO site. • DEADLINE: All district wide professional development must be entered no later than one month before the activity date. Online registration must be used. • DOCUMENTATION: Agenda and official sign in sheets should be sent to the Professional Development office.

  20. Regional/State Department wide professional development For Professional Development conducted at the regional and statewide level, the participant is responsible for providing documentation. We will work with all regional and state providers to use ERO but until that time the sole responsibility is on the participant. • DEADLINE: All regional and state wide professional development documentation must be submitted no later than one month after the activity date. Any documentation received later than one month after the event will be not be entered and returned. • DOCUMENTATION: Certificate or letter of completion stating the title of the activity, date, and number of CLU’s awarded. This documentation must be signed by the appropriate presenter or sponsor. Agendas will not be accepted as proof of attendance. Documentation not containing the information above will be not be entered and returned.

  21. Independent national and state professional development providers, conferences,and conventions For Professional Development conducted by national and State professional development providers, conferences, and conventionsthe participant is responsible for providing documentation • DEADLINE: All independent national and state professional development providers, conferences, and conventions documentation must be submitted no later than one month after the activity date. Any documentation received later than one month after the event will be not be entered and returned. • DOCUMENTATION: Certificate or letter of completion stating the title of the activity, date, and number of CLU’s awarded. This documentation must be signed by the appropriate presenter or sponsor. Agendas will not be accepted as proof of attendance. Documentation not containing the information above will be not be entered and returned.

  22. University credit (both online and face to face) • DEADLINE: All university or online credit documentation must be submitted no later than two months after the completion of the activity. Any documentation received later than two month after the event will be not be entered and returned. • DOCUMENTATION: A transcript from the awarding university or provider stating the title of the course, date, and number of university credits awarded. Documentation not containing the information above will be not be entered and returned.

  23. CLU Import Form Remember to attach certificate or letter of attendance. This Document must contain the number of CLU’s being awarded and the date of the activity.
