General speaker’slist – How • After setting the agenda, the Chair will open the GSL and call for delegationswishing to speak. • Raiseyour placard if youwant to beadded on the GSL or send a note to the Chair if you have not been recognized. • Afterspeaking, and onlyafter, you can send a note to the Chair to beadded on the GSL again.

  4. General speaker’slist – Good to know • Your name can be only once on the GSL. • The order of the GSL must always be respected. • WARNING ! If the GSL is empty, the debate is closed so keep the GSL running !

  5. General speaker’slist – Do’s & Don’ts • Express your country’s position and refer to specific aspects important for your country. • STICK TO THE TOPIC! Never introduce or discuss another topic! • Remember the basic rules: never say “I”, never interrupt people, don’t forget formal salutations • Try to participate as much as you can!

  6. Caucus and debates There are differentforms of debates, called « caucus » and managed by the « chairs ». Formaldebate Moderated caucus Unmoderated caucus

  8. Formal debate • A debate that obeys specific rules. • Speakers speak according to the GSL in front of the other delegates. • Each delegate will express its country’s position on the topic. • You are not allowed to interrupt but you can send notes to communicate with other delegates.

  9. Moderated caucus

  10. Moderated caucus : definition • A discussion on a specific aspect of the general topic • « The delegation of … motions for a moderated caucus on (sub-topic), speaking time (insert time here) speaker’s time (introduce time here) ». • Aim : focus the debate on one aspect

  11. Moderated caucus : voting • Speaking time is important: order of disruptiveness • the longest • A moderated caucus has to bevotedwith a majority in favour of the motion to pass

  12. Moderated caucus : content • STICK TO THE SUB-TOPIC! • Refer to concreteideas, give datas • When the moderated caucus is over, you can eitherask for an extension of the currentmoderated caucus or go back to the GSL.

  13. Unmoderated caucus

Unmoderated caucus : definition • An informal meeting betweendelegateswheretheywillnegotiatewithother countries and make alliances. • You are free to move everywhere in the room during an unmoderated caucus and to use electronicdevices. • « The delegation of (insert name) motions for an unmoderated caucus of (insert time) minutes. »

  15. Unmoderated caucus : voting • Speaking time is important: order of disruptiveness  The longest • When the unmoderated caucus is over, you can ask for an extension of the currentunmoderated caucus (shorter than the inital caucus)

  16. Unmoderated caucus : content • You can speak about anyideasrelated to the main topic. • Think about concretemeasures and recommendations. • Aim: prepare the writting of formalrecommendations in a document called draft resolution

  17. Unmoderated caucus : rules • Be polite and formalwithotherdelegates • Stick to diplomaticprinciples (do not declarewar, do not threatanother country…)

  18. Unmoderated caucus : tips • Before the unmod, think of possible allies and sendthem notes asking for a meeting during the nextunmod. • Do not alwaysstaywith the same countries: try to negotiatewithseveral groups. • Take initiatives: it can bescary but go for it !

  21. Tips • A delegate has to raisehis/her placard and wait for the chair to recognizehim/her • Don’t raisetoomany points or the chair willbeannoyed! • Wait for the chair to ask for motions to raise one! • After the chair has recognized the delegate, he/she can speak : he/she « has the floor »
