  10. What is UN CMCoord? The essentialdialogueandinteractionbetween civilian and military actors in humanitarian emergencies necessary to avoid competition, minimize conflict, and, when appropriate, pursue common goals. The key elements are information sharing, task sharing, and joint planning. Basic strategies arecoexistence or cooperation.. It is ashared responsibilityfacilitated by liaison and the deployment of CMCoord officers.

  11. Challenges in Civil-Military Coordination • Information Sharing • Intelligence versus Information • Classification versus Transparency • Task Sharing • Design of Military versus Civilian Units • Availability versus Duration of Emergencies • Joint Planning • Compatibility of Tools • Planning Processes and Cultures.

  12. Areas for Coordination Security: Highly visible, especially in complex emergencies Logistics: At the heart of military and humanitarian operations Communications: Tampere Agreement does not apply to military Transport: Air space, land routes, and security Information: Technology, terminology and concepts

  13. Conclusion In most cases, military forces are a last resort for providing relief in humanitarian emergencies. Over-reliance on military assets, or their imprudent use, will severely damage the humanitarian system and place humanitarian activities and workers at risk. Coordination is not only a function, it is a SHARED RESPONSIBILITY. If you don’t do it, neither will they.
