FY 2018 President’s Budget Request • Focuses on Direct School Operations – BIE will focus resources on direct school operations, including classroom instruction, text books, student transportation, language development programs, gifted and talented programs, and school maintenance. • Prioritizes Educational Self-Determination – BIE prioritizes areas that promote educational self-determination for tribal communities.
Organizational Structure • In January 2017 BIA Human Resources personnel serving BIE were formally transferred to BIE. • Standardizes the funding distribution process through standard operating procedures, and policies, ensuring funds get to schools expeditiously. • The organizational chart is currently under final review, and is designed to provide specific direct services and technical assistance aimed at increasing school improvement and student outcomes. • BIE has identified the need for a communications specialist to improve communication and collaboration with schools, tribal stakeholders, and external partners.
Professional Development • Leadership Training is in place for School Leaders, Education Resource Centers, and Associate Deputy Directors to increase student outcomes. • Developing partnerships with CCSSO to build capacity as a State Education Agency. • Providing substantive guidance to leaders throughout BIE to increase accountability and results.
Student Health Programs • Implement a BIE Behavioral Health and Wellness Initiate that outlines specific plans for improving the mental health of our students and schools. • A three tiered approach focusing on prevention, intervention and professional development will be tailored to address the unique needs of our diverse schools.
School Facilities, Safety and Property Management • BIE Facilities Division is building capacity to assume all safety responsibilities. • BIE is currently partnering with BIA to complete all school safety inspections with current staffing levels. • An Indian Affairs Safety and Occupational Health workgroup has been established to identify roles and responsibilities to address GAO recommendations. The workgroup is comprised of Indian Affairs, BIA, and BIE management, as well as, IA safety staff.
