Transport and Disposal of Waste Asbestos • Regulations for the Prohibition of the Use, Manufacturing, Import and Export of Asbestos and Asbestos Containing Materials, 2007. • Labelling must be done in accordance with SANS 10228 • Packaging must be done in accordance with SANS 10229 • The waste asbestos must be double bagged • Disposal at Class A landfill site

  5. Purpose of Norm & Standards for Disposal • Prescribe norm and standards for waste disposal in term of the Waste Act • To simplify and reduce disposal requirements • Prescribe the requirements for the assessing the level of risk associated with disposal of waste to landfill

Regulatory approach • Applies to general and hazardous waste excluding Annexure 1 waste (pre-classified general and hazardous waste) • Prescribe the requirements for the assessing the level of risk associated with disposal of waste to landfill • The concentrations of chemical substances or elements in the waste now determines the specific requirements for disposal • LCT & TCT values are aligned with international standards (US, EU, Australia, UK, New Zealand etc.). • LCT based on DWAF, SANS, WHO & USEPA drinking water standards

Regulatory approach • Threshold limits represent a conservative assessment of the decrease in risk achieved by the increase in environmental protection provided by landfill construction and landfill operating requirements • Laboratory analysis must be conducted by a SANAS accredited laboratory • LC to be determined using Australian Standard Leaching Procedure (ASLP) • The leachate test is a simulation test for the leachate the waste can generate

Assessment approach • Sample must be representative of the waste • Determine the total concentration (TC) and leachable concentration (LC) of all the elements that have been identified and listed in Section 6 of N&S, • Compare the TC and LC values to the threshold limits identified in the N&S • TCT0 / TCT1 / TCT2 • LCTO / LCT1 / LCT2 / LCT3

Packaging Requirement in AUS • Place asbestos dust directly into double polythene bags approximately 200 μm (0.2 mm) thick • Use bags that are a maximum size of 1200 mm (length) x 900 mm (width). the loaded weight should not exceed 30 kg. • Bags should be filled to not more than 50 per cent capacity. • Wet the bagged dust. • Tie each bag. • Label each bag with a dangerous goods label. • Label each bag with asbestos warning marks - at least three times on one side of each

Transport and Disposal Requirement in AUS • Transporters of asbestos must be EPA registered • Any packaging that is damaged must be replaced or repaired prior to disposal • Asbestos waste must be disposed of at an EPA Victoria-licensed asbestos waste disposal site and disposal must be carried out in a manner that eliminates the release of airborne asbestos fibres, which means ensuring: • asbestos waste is securely packaged in containers • the method of unloading the waste is safe.

  15. Disposal Requirement in AUS • Class C landfill (lowest risk) • Ceramic tiles and waste packaging disposed at Class C • Cover with 20cm of soil (fibres immobile in soil) or dust suppressing chemical (polymer coat)

  16. Challenges • Class A disposal not aligned with risk posed to groundwater • Class A landfills not equitably distributed in country • Increased cost to government to manage asbestos waste • SA cant use existing government facilities (LM landfills)

  17. Conclusion • Need discussions (dialogue) on the appropriateness of the current disposal methods for asbestos waste • Discuss opportunities and the cost implications on the programmes to implemented by government
