  1. Q-MPEG V.2: A MPEG Video System with Quality of Service Control in Human Perspective Nature and Significance of the Project • Q-MPEG is a Windows-based client-server system that streams MPEG videos over the Internet. It has the following features that distinguished itself from other video systems: • 1) Quality of Service (QoS) with respect to human perspective; • 2) Software feedback mechanism for the video transmission control; • 3) Use any video client that supports streaming MPEG videos; • Through a software feedback mechanism, the video servers, upon receiving global and local information from its clients, can dynamically adjust its transmission schedule and provide the guaranteed QoS. • With this system, the user can enjoy the full screen video presentation over a non-dedicated and uncontrolled network. Furthermore, this project does not limit itself to video transmission. The same mechanism can be applied to any variable bit rate transmission over an uncontrolled network.
