The EU Raw Materials Strategy • In its Communication of 2 February 2011 the Commission proposed a new integrated strategy which outlined actions in the area of non-energy, non-agricultural raw materials. It further pursued and reinforced the 3 pillar-based approach of the Raw Materials Initiative: • - Ensure a fair and sustainable supply from global markets • - Foster sustainable supply of raw materials from EU sources • - Boost resource efficiency and promote recycling

The main raw materials challenges • - Continued growth by emerging countries → pressure on demand for raw materials • - Demand also increasingly driven by new technologies • - EU highly dependent on imports of crucial raw materials which are increasingly affected by market distortions/ commodity market speculations

  4. -Still potential in Europe, but exploration and extraction face on-going increasing competition for different land uses and a highly regulated environment The main raw materials challenges

The Communication COM (25) 2011 • On the basis of the work on the exchange of best practices, the Communication adopted in February 2011 stressed the following three elements in order to promote investment in extractive industries: • The definition of a National Minerals Policy • The setting up of a Land Use Planning Policy • The existence of a clear and understandable authorization process for exploration and extraction. • The Commission proposed to assess with the MS, in full respect of subsidiarity principle, the feasibility of establishing a mechanism to monitor actions by MS in the above area, including the development of indicators.

  6. Background • Promote the exchange of best practice in land use planning and administrative conditions for exploration and extraction: • Report published by European Commission (2010) • Guidelines promoting the compatibility of NEEI with Natura 2000 conservation goals (2010)

Indicators • Revised questionnaire released on 13 July 2012 with 20 indicators following the extensive consultation with stakeholders. • Deadline – September 24, 2012 • Extension – end of December 2012 Response on national level: 15 Member States, i.e. AT, BG, CY, DE, EE, EL, ES, FR, HU, NL, PT, RO, SI, SV, UK, the Flemish Government, Norway and Turkey.   8. Indicators Exchange of best practices for the Sustainable Supply of raw materials with the EU On-going work on Indicators: next steps: • Report on National Minerals Policy Indicators Replies • 1st workshop – early fall 2013 • 2nd Workshop – end of 2013 • Recommendations

Innovation Partnership on raw materials (EIP RM) • Need for innovation along the entire value chain of raw materials • Commission adopted in 2012 a proposal for an Innovation Partnership on raw materials within the Europe 2020 Innovation Union Flagship • This Partnership will target all non-energy, non-agricultural raw materials (metallic ones, industrial and construction minerals as well as natural rubber and wood).

Key components - EIP RM • Key components of this Innovation Partnership • Technology-focused policy areas • Exploration, extraction, processing, recycling (WP1) • Substitution (WP2) • Non Technology policy areas • Improving Europe's raw materials regulatory framework, knowledge and infrastructure base, e.g. access to land. (WP3) • Promotion of excellence, resource efficiency and recycling, e.g. public procurement and private initiatives.(WP4) • International cooperation • Promoting appropriate international cooperation.May deal with different policy issues such as geology, research, trade and investment conditions. (WP5)

  12. Objectives Overall: Contribute to 2020 targets of the EU Industrial and Resource efficiency policies by ensuring the sustainable supply of raw materials to European economy and society. Specific EIP Objectives: • Reduction of import dependency • improving supply conditions from EU and other sources and • providing resource efficiency and alternatives in supply through substitutions. • Putting Europe to the forefront in raw materials sectors • Mitigating the negative environmental and social impacts

Work in progress • Preparatory stage - 2012 • Proposalon European Innovation Partnership on Raw Materials (COM(2012) 82 final - 29 February 2012) • Call for expression of interest (Members appointed), September-December 2012 • Council conclusions on EIP on 13 Oct 2012 (political mandate) • Planning stage - 2013 • Agreement on objectives and targets for EIP, 1st Sherpa and HLSG meetings January-February 2013 • SIP preparation, March-April 2013 • SIP to be endorsed by the Sherpas' meeting of 5 June and approved at the HLSG meeting of 17 July 2013. • Commission Communication on the Strategic Implementation Plan in October 2013 • Call for commitments to stakeholders wishing to be involved in implementing the SIP and carrying out its specific actions, September-December 2013. • Implementation stage - 2014+
