  4. N.J.S.A. Regulations Bilingual Program: 20 or more English Language learners (ELLs) in any one language classification enrolled in the district ESL Program: Up to two periods of ESL instruction must be provided based on students’ needs whenever there are 10 or more ELL students enrolled within the school

District ESL/Bilingual Program PK -12 Magnet Elementary Schools Program Models PK students once identified as ELLs, are supported by the classroom teacher. # 6 -#10 Part-time bilingual program: (Spanish and Polish) Students are mainstreamed in English program classes, but receive daily instruction by a certified bilingual teacher in mathematics and reading. # 8ESL only Program: A daily developmental second language program of up to two periods of instruction based on students needs. # 9 ESL/High-Intensity Program (Creole) Students receive two or more periods a day of ESL instruction. One period is the standard ESL class, and the other period is tutorial. Pull-Out ESL Program: The goal is to provide individualized support to students in the areas of speaking, listening, reading and writing. Push-In ESL Program: The goal is to provide guided reading instruction and/or instruction to bilingual and mainstream students

  6. District ESL/Bilingual Program PK -12 High-Intensity ESL Program: The goal is to provide the ELLs access to the core curriculum and opportunities for English language development. Soehl and Mc Manus Middle Schools Linden High School • Students receive two or more periods a day of ESL instruction

  7. ESL PlacementScreening process and entry criteria IDENTIFICATION a. Home language survey b. Cum-folder copy must be sent to supervisor c. ESL teacher does the initial testing d. Language proficiency test (W-APT) e. Prior school records f. Parental consent g. Bussing arrangements h. Student folders

TITLE III Requirements of the“No Child Left Behind Act” • Title III requires each states to adopt English Language standards that are linked to the state academic content standards. • Title III also mandates all K-12 English language learners to be assessed annually in the domains of listening, speaking, reading and writing. • Title III requires that states are held accountable for meeting three annual measurable achievement objectives (AMAOs) for English language learners.

ACCESS for ELLs Assessments Assessing Comprehension and Communication in English State to State (ACCESS for ELLs) • A component of the WIDA standards • A large scale language proficiency test for K-12 • Adapted by N.J.D.O.E. - Spring 2006 • Annually measure ELLs’ progress and achievement in English language acquisition

District’s Exit Criteria • Demonstration of readiness in an English only program • Student’s level of English proficiency as measure by the ACCESS • Multiple indicators: -Classroom performance -Reading level in English -Judgment of the teaching staff member A parent or guardian may remove a student who is enrolled in a bilingual education program.
