Operating Practices Subcommittee • The RBC Field Trial commenced March 1, 2010 with a 2*L10 ATL. • On November 1, 2010 the ATL was increased to 4*L10. • On April 1, 2011 the ATL was increased to 100*L10 (essentially no limit). • The RBC Field Trial is currently set to terminate in WECC on February 28, 2013.

  3. Operating Practices Subcommittee • OPS received an analysis from the Performance Work Group. • The report noted an increase in the interconnection frequency error and manual time error corrections. • The PWG report also noted an increase in Unscheduled Flow events although no analysis was performed to correlate this with RBC. • It was also noted that small BAs may be disadvantaged as frequency moved off 60-Hz.

  4. Operating Practices Subcommittee • The OPS voted to recommend extending the RBC Field Trial for an additional year with the re-implementation of an ACE Transmission Limit (ATL) of 4*L10. • The voting was not unanimous.

  5. Operating Practices Subcommittee • Comments • The 4*L10 does not adequately test the system. • The lack of meaningful analysis does not support continuation at any level. • Further testing won’t provide any more useful data. Performance metrics have decreased. No data analysis available that analyzes exceedances and near exceedances.

  6. Operating Practices Subcommittee • Additional analysis and information was provided at the OC webinar on February 4, 2013 that was not available to OPS at the time.

  7. Operating Practices Subcommittee • Operating Practices Subcommittee is recommending to extend the Reliability Based Control Field Trial with the implementation of an ACE Transmission Limit (ATL) of four times L10.
