  2. Operating Practices Subcommittee • The Operating Practices Subcommittee (OPS) held its regularly scheduled meeting August 6-7, 2013 at the WECC offices in Salt Lake City, Utah. • The agenda items were covered at the meeting. Significant items are summarized below.

  3. Approval Items • Operating Issues Work Group Charter was approved • Operating Practices Subcommittee name change to the Operating Practices and Event Analysis Subcommittee and revised charter were approved This will be an OC approval item

  4. Event Analysis Reports • OPS reviewed and accepted a report by BPA for the events of May 30, 2013. • A brush fire in Southern California led to multiple faults on the Pacific HVDC Intertie. • There were three instances of generator dropping by RAS action. • All RAS operation and generator dropping were determined to be appropriate

  5. Other Topics Disturbance Log Review • OPS reviewed the list of Disturbance Log Recommendations that entities had reported complete. Six recommendations were accepted for closure. Operating Issue Work Group (OIWG) • Developing a Post Contingency Planning document. Operating Procedures Review Group (OPRG) • OPRG reviewed 40 procedures for the Summer Operating Season.

Performance Work Group • The PWG continues to review data related to the Reliability Based Control Field trial. • PWG monitors the following metrics. • Number of manual time error corrections • Number of USF events • Frequency • CPS1 and CPS2 – Lower scores for BAs that fully participate, as expected. • Inadvertent interchange accumulations – No significant change for most BAs; large fluctuations for some BAs. Some BAs have increased ATEC payback rates closer to L10 levels. • SOL exceedances • BAAL and ATL (4 times L10) exceedances

  7. Performance Work Group • PWG analyzes two event types for their effect on qualified paths. • SOL exceedances lasting longer than five minutes • Frequency excursions greater than 0.05 Hz • Six SOL events were analyzed • Large ACE contributed to three events and helped mitigate three events

Performance Work Group • PWG will share a newly developed analysis tool with the USF Event Analysis Task Force. • The tool graphically shows actual and scheduled flows on qualified paths along with the impact of each BA’s inadvertent interchange. The tool obtains historical BA and qualified path data from the Reliability Coordinator’s PI Historian. The BA inadvertent interchange impact is computed based on the USF Transmission Distribution Factor matrix. • The new tool simplifies data collection, allowing for analysis of many more events.
