  2. BP Processing form - Goals • Improve the documentation of each step of the Process for Developing Standards • Provide a standard form for BP requestors and sub-group members to use as a guide in performing their obligations as prescribed in the WECC Process for Developing Standards

  3. Goals (cont.) • Standardize the criteria used in the analysis of BP requests • Thoroughly evaluate the problem • Determine if the issue is regional or a local problem

  4. Goals (cont.) • Help ensure that WECC website postings are performed as prescribed • Intent to develop BP • Posting of draft • Posting of response to comments

ISAS Business Practice #15Tagging Operating Reserve TransactionsOn Interconnections • Assessment of several technical issues needs to be completed prior to proceeding with the 1st draft • TSIN registry question • Processing of tag requests for schedules implemented up to 60 minutes in the past

  6. BP 15 • Comments received will continue to be considered in the development of the next draft

  7. BP 17 • BPWG unable to quantify abuse of emergency tag types on a regional basis since query capabilities are not available in the WECC GUI for E-tagging. •  Proposal – withdraw the proposed modifications to BP 17

  9. BP 12 - History • Original version approved by BOD on 12/04/03 • For implementation on 01/01/05 • Revised version approved by ISAS and posted for comment on 06/29/04 • Addition of the “I” code to identify interruptible non-firm transmission

  10. BPWG was asked by WECC staff and OC chair to respond to comments on BP 12 • BPWG conference call – it was agreed that valid concerns exist and that the BP should be returned to the drafting phase of the process • Possible FERC tariff issues • Some difficulties in implementation from a technical basis • Latest revision attempts to encompass too many items

  11. BP 12 • MIC expressed several concerns in comments to BP 12, summarized in 2 key issues • BP 12 does not appear to support reliability objectives • BP 12 introduces some undesirable commercial impacts to both TP’s and PSE’s

ISAS chair requested OC advise what to do in order to address the issues prior to implementation • The timing of events did not leave sufficient time for OC action at their last meeting • OC chair suggested a poll of ISAS voting members to determine if there is sufficient support to make request for BOD consideration of one of 3 options

  13. 3 options • Rescind original BP 12 • Postpone implementation of BP 12 for 6 months • Do nothing and proceed with implementation of BP 12

  14. BP 12 • Results of e-mail poll – 27 voted of 36 voting members • 23 voted to rescind • 2 voted to delay 6 months • 2 voted to proceed

  15. ISAS chair and WECC staff brought these findings to OC chair • 11/05/04 – OC chair submitted letter to BOD informing them that concerns have been raised • Supported by ISAS poll, BPWG recommendation, and by the MIC comments from discussion held at their last meeting

  16. OC letter to BOD requested suspension of the implementation of BP 12 indefinitely while OC and ISAS reassess BP and provide the Board with a recommendation to: • Proceed with BP or • Revise BP or • Cancel BP

  17. BP 12 current status • Awaiting BOD review and final determination on OC recommendation
