  15. What’s New for the 2011 FCAT Writing Writing PreID labels and rosters will arrive in districts two weeks prior to test administration and will not be included in the test materials shipment. Test Group Code box has been added to the inside front cover of the Writing Folder. Large print Writing Folder is now 4 pages instead of 8 pages.

Schools will no longer be selected as Calibration schools. Session 4 of Grades 3 and 4 Mathematics contains items that require a ruler. Rulers should not be distributed for Session 3 Rulers will be provided on perforated sheets with other test materials Do not cut the edges of the ruler!

  21. Reminders for the 2011 FCAT/FCAT 2.0Writing, Reading, Mathematics, & Science Schools are required to adhere to the District approved daily testing schedule. Test administrators are required to use ALL of the allotted time in each test session and should not end a session early. Exception: time accommodated students may be dismissed after regular allotted time but before “extended time” complete as long as the students feel that they have “finished” A student with the accommodation of extra time must complete one session before continuing to the next session. If a student starts a test and leaves school without finishing (for an appointment, illness, etc.), he/she will NOT be allowed to complete the test.

Reminders for the 2011 FCAT/FCAT 2.0Writing, Reading, Mathematics, & Science (continued) Students may not have any electronic or recording devices at their desks, in their pockets, or anywhere they can reach them during testing, even if the devices are turned off or the students do not use them. If a student is found to be in possession of ANY electronic device(s) during testing, his or her test must be invalidated in order to successfully enforce this policy. Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. Carefully read the Test Security Policies and Procedures to ensure that you are following the correct procedures. School administrators, school assessment coordinators, test administrators, and proctors are required to sign an FCAT/FCAT 2.0 Administration and Security Agreement. Test administrators must NOT administer the FCAT/FCAT 2.0 to their family members.

  37. Sample Student Label Affix the label in the box in the lower left corner of the student grid sheet. Do not remove labels once they have been affixed. Do not place a label over another label.
  38. Affixing Student Labels Schools may open shrink-wrapped packages and affix student labels to documents under these conditions: Only the school coordinator and persons designated by the principal (school board employees) may open shrink wrapped packages. Secure booklets must not be opened Students are not permitted to handle test documents The labels must be affixed by these persons in a locked office and the books/folders must not be opened. All materials must be returned to locked storage until the morning of testing.

Test Invalidation Policies and Procedures A test MAY be invalidated if any of the following circumstances occur: A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time. A student was given an accommodation not allowed on the FCAT. A student was given an accommodation not on the student’s IEP, Section 504 plan, or LEP plan. A student was not given an allowable accommodation listed on the student’s IEP, Section 504 plan, or LEP plan. An error occurs in test administration or procedures that could compromise the validity of the test results (e.g., students had access to an unauthorized visual aid that gave an unfair advantage).

  44. Refuse to Write/Attempt The student who enters the testing room but refuses to take the test.   45. Placement of Security Numbers The Security Number will appear in these spaces.
  46. Security Log Schools are required to maintain an accurate Security Log for each testing room. Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room. Applies for a short break, regardless of how much time he/she spends monitoring a testing room. A perforated Security Log can be found in Appendix C of the manuals. Blank document can also be found at www.PearsonAccess.com/fl under the Support tab. Required for both paper/pencil and CBT
  47. Security Numbers A security number consists of a nine-digit number followed by a check digit. Written documentation of the number ranges must be maintained at all times during distribution and return of materials. Pre-populated Administration Record/Security checklist is provided with a list of security numbers for all secure documents assigned to each school A blank copy of the checklist is provided as a perforated page in Appendix C of the manuals. Make your own Security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing.

  51. Testing Location Considerations Use classrooms whenever possible. Make sure that each room is free of distractions and has Comfortable seating Good lighting Sufficient workspace Adequate ventilation and free of distractions Avoid testing in a cafeteria, gymnasium, auditorium, or library whenever possible.

Testing Location Considerations (continued) Make sure that: students are not facing each other when seated at tables. students are not in seating (stadium or staggered) that allows them to easily view other students’ answers. there is at least three feet between students. Remove or cover all visual aids on student desks or displayed in the room, such as posters showing mathematical and scientific concepts. It is highly suggested that seating charts be kept for every testing room
  53. Supervise Test Administration During testing, ensure that students: have cleared their desks of all materials except the appropriate test materials (mechanical pencils, ink pens, highlighters, crayons, colored pencils, markers, correction fluid, etc., are NOT permitted) do not have books, notes, scratch paper, or electronic devices of any kind (including, but not limited to, cell phones, pagers or electronic games) during testing, even if they do not use them
  54. Supervise Test Administration (continued) During testing, ensure that students: do not talk or make any disturbance are working independently are working in the correct session and recording their answers in the appropriate area do not make stray marks near the answer choice bubbles. This is especially critical when students are testing in a combination test and answer book. Stray marks near the bubbles may interfere with the scoring of the document.
  55. Supervise Test Administration (continued) Do not: talk with students about any test item help students answer any test item While you may encourage students to continue working, you may not talk with them about the prompt or test items or help them with their responses.

Supervise Test Administration (continued) For example: a student finishes the test before the allotted time has elapsed, the test administrator or proctor: may encourage them to go back and check their work. may not read or comment on responses, may not help plan what to write may not provide information that would help infer the correct answer (such as suggesting that the student might want to review their work on specific items)

Supervise Test Administration (continued) If student reports an error with an item: DO NOT read item note the grade level, content area, form code, item number, and basic student concern (e.g., two possible answers, no correct answer, etc.). encourage the student to reread the item most concerns result from students who don’t read an item carefully Encourage the student to answer the item to the best of his/her ability and continue with the test Once testing has ended, inform Cherie who in turn will notify the FDOE with this information. The item will be investigated.

  65. Packing Teams School’s Responsibilities: Make sure school materials are prepared for the Packing Teams when they arrive. Assume the leadership role in all packing activities. Supervise the packing teams at all time. Packing teams should not be left alone to work independently. Attempt to solve any discrepancies the packing teams may encounter.
  66. Packing Teams (continued) Packing Team Responsibilities Work under the supervision of the school test coordinator. Confirm the counts of secure test materials from the school. Immediately notify the school test coordinator of any discrepancies. Assist the school test coordinator in the packing of the test materials.
  67. Packing Teams (continued) Packing Team Responsibilities Complete all Packing Team paperwork documenting the return of secure test materials. Provide a copy of the Packing Team documentation to the school test coordinator. Fax a copy of the Packing Team paperwork to the Test Distribution Center and pony the originals to Student Assessment.

CBT sessions may be scheduled during the entire one-week testing window selected by the district. Reading Retake - Untimed Paper-based or Computer-based Paper-based: Districts may choose any one day during the selected testing window and all schools must test on that day. Computer-based: Sessions may be scheduled during the entire one-week testing window selected by the district.

What’s New for Spring 2011Computer-Based Testing Practice Tests Students are required to participate in a practice test at the school using the script provided in the CBT test administration manual. Practice test is delivered using an ePAT (electronic practice assessment test). ePAT is available for student to practice on their own Accommodated forms will be available in the computer-based platform (e.g., large print, color contrast, zoom, screen reader). Accessed using TestHear software, which is similar to TestNav 6.9 software but provides accommodations and allows the use of assistive devices. After participating in a practice test, students can request an FCAT hand-held calculator to use on the day of testing.
  91. What’s New for Spring 2011Computer-Based Testing (continued) Ratio of proctors to students required for computer-based testing is one proctor for every 25 students. Grade 10/Retake FCAT Mathematics Reference sheet is provided in the CBT platform, TestNav 6.9. Schools may provide hardcopy reference sheets to students. Hardcopy reference sheets must be single-page, double-sided photocopies of the reference sheet that is in Appendix D of the CBT manual. Mathematics Work Folder is now called Florida Computer-Based Testing Work Folder.

  96. Materials Needed for Testing (continued) Calculators Computer-based Mathematics tests have a built-in, four-function calculator (TI-108). Students may request to use a hand-held FCAT calculator instead of the built-in TI-108 calculator after participating in the CBT practice test. Reference Sheets Computer-based Mathematics tests have a pop-up window that includes the Grade 10/Retake FCAT Mathematics Reference Sheet. Schools may provide paper copies of reference sheets to students; however, school must make their own copies.
  97. Proctors *It is recommended that a proctor be assigned to a room with 25 or fewer students whenever possible.
  98. DNS Test Invalidation Policies and Procedures Purpose of test invalidation is to identify when the validity of test results has been compromised. Test administrators should discuss situations involving possible invalidation with the school assessment coordinator and the situation should be investigated immediately. A test MUST be invalidated if any of the following circumstances occur: A student has an electronic device during testing. A student is cheating during testing. A student is disruptive during testing. Situations involving possession of electronic devices, possible cheating, or disruptive behavior should be investigated and discussed with the school assessment coordinator and site administrator before a final invalidation decision is made.
  99. Test Invalidation Policies and Procedures (continued) A test MAY be invalidated if any of the following circumstances occur: A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time. A student was given an accommodation not allowed on the FCAT. A student was given an accommodation not on the student’s IEP, Section 504 plan, or ELL plan. A student was not provided an allowable accommodation listed on the student’s IEP, Section 504 plan, or ELL plan. An error occurs in test administration or procedures that could compromise the validity of the test results (e.g., students had access to an unauthorized visual aid that gave an unfair advantage).
  100. Practice Test (ePAT) All students MUST participate in a practice test (approximately 45 minutes) prior to taking the computer-based Retake. Recommend completing at least three weeks prior to administration. Provide students with URL so they can practice on their own www.FLAssessments.com/ePAT. About the ePAT Sample test will prepare students for types of items in the Reading and Mathematics Retake tests. Familiarizes students with Mathematics Reference sheets Online tools Process of responding to items on the computer Practice test items are not intended to replicate the difficulty of the items on the test. Work Folders and Reading Passage Booklets will not be provided for practice tests. Instruct students to bring their own scratch paper and pencils/pens.
  101. School Assessment CoordinatorChecklist – Before Testing Read the test administration manual. Read the Test Administration Policies and Procedures and sign the FCAT CBT Administration and Security Agreement. Train Test Administrators and Proctors and ensure that they, as well as all school administrators, sign the FCAT CBT Administration and Security Agreement. Receive test materials from district assessment coordinator; inventory materials within 24 hours of receipt; and report missing materials or request additional materials. If your school will provide paper reference sheets (Mathematics tests only), ensure an adequate supply is available for all students. Communicate the process for collecting required administration information to test administrators. Distribute test group codes to test administrators.

School Assessment CoordinatorChecklist – Before Testing Make arrangements to test any special program students (district virtual instruction programs, Home Education Program, etc.) who may be testing at your school. Assign proctors, as needed. Ensure that appropriate test settings are available for all test sessions. For students who require special accommodations at your school, discuss with test administrators how accommodations will be provided. Verify student information and create test sessions in PearsonAccess. Distribute Session Rosters and Student Authorization Tickets on the day of testing Complete any Computer-Based Assessments Certification district readiness activities as directed by FDOE.
  103. School Assessment CoordinatorChecklist – During Testing Ensure that test sessions have been started in PearsonAccess. Provide test administrators with additional materials, as necessary. Monitor each testing room to ensure that test administration and test security policies and procedures are followed. Security Logs are being properly completed and required administration information is being collected. Be available during testing to answer questions from test administrators. In PearsonAccess, monitor session status and resume students’ tests, if necessary. Arrange for and supervise make-up administrations.
  104. School Assessment CoordinatorChecklist – After Testing Verify that all distributed secure materials have been returned. Report any missing materials to your district assessment coordinator and conduct the necessary investigation. Make copies of all collected required administration information and Security Logs and file the copies. In PearsonAccess, stop test sessions and invalidate student tests, if necessary. In PearsonAccess, record accommodations actually used by students. Organize materials and return them to your district assessment coordinator. Complete the CBT School Assessment Coordinator Comment Form.
