  2. Oklahoma higher education does not have a strong history of grantsmanship.

  3. Oklahoma’s Federal R&D funding capture rate is low: 45th of 51 • Oklahoma ranks 37th in federal income tax payment. SOURCE – Chronicle of Higher Education 2006

  4. If Oklahoma were “average” - another $11 million If Oklahoma at the “top” - another $1.07 billion

Oklahoma Higher Education System • 23 public Undergraduate Institutions (2 C; 11 U; 12 CC) – 1,500 to 17,000 students • 12 sponsored programs offices (7 U; 4 CC) • 11 are centralized, (3 have 1 FTE; 7 have 2 FTE) • pre-award services + some post-award • 1 decentralized model - 1 FTE/each of 5 colleges • 12 independent colleges & universities – • 2 offices

  7. Now, the GOOD NEWS…. Oklahoma grantsmanship is getting better!

In 2007, Oklahoma higher education has a growing grants culture! • State Conferences: 2004 = 1; 2007 = 6 • National rank 49th to 45th • Oklahoma R&D grants - $114,872,000 to $447,000,000 • In 2007, 2 more sponsored programs offices • 6.0 added FTE • 2 major promotions to VP level • from 4 to 6 Undergraduate Research fairs - UCO student selected for Research on the Hill in Washington DC

Oklahoma State agency R&D $ increased • OCAST - $20,000,000 from $10,000,000 • $5.9 million for the OU diabetes and cancer centers • $2.9 million for agriculture research at the OSU Ag Experiment Station and Cooperative Extension service; • $1.2 million for research equipment at the OSU Tulsa Helmerich Advanced Technology and Research Center; • $3 million of equipment at the OSU Sensor Centers in Stillwater and Ponca City • $1.8 million to match federal goat research funds for Langston

The 2007 federal budget shows an increase in some federal grant funds. • DOE – 5.7% • NSF – 8.3% • NASA – 6.7% • DOD Army - .4% Navy – 4.5% Air Force – 2.3 • DHS – 7.7% Domestic Nuclear – 17.4% Coast Guard – 5.3% • NIST – 12.8% Nondefense R&D has increased 26.5% in the past 7 years. In 2006, there was an increase in philanthropist giving, or private grants. • Giving by corporate foundations rose by 6% in 2006 to a record $4.2 billion, and 57% of those surveyed said they expect to give more this year.
