  2. introduction "Mobile Number Portability" means the facility which allows a subscriber of a mobile telephone service to retain his mobile telephone number when he moves: • From one mobile telephone service provider to another, irrespective of the mobile technology OR • From one mobile technology to another of the same mobile telephone service provider, within such limits as may be permitted by the licensor MOBILE NUMBER PORTABILITY

FEATURESOF MNP • The government has defined and mandated three basic featuresof number portability. • Service Provider Portability: Service provider portability or Local Number Portability is the ability of end users to retain existing directory numbers at the same location as they change from one service provider to another. • Location Portability: Location portability is the ability of users of telecommunications services to retain existing directory numbers without impairment of quality, reliability, or convenience when moving from one physical location to another. • Service Portability: Service portability is the ability of users of telecommunications services to retain existing directory numbers without impairment of quality, reliability, or convenience when switching from one service to another service provided by the same carrier. Present scenario • Presently in India, Number portability is permitted only within a Local Service Area (LSA) and not across LSAs • With MNP Technology, it will be possible for users to change their LSA as well as service provider without a change in the cell number • This means that the subscriber can change (i) Operator say Airtel to Idea, or (ii) Technology – GSM to CDMA or vice versa, or (iii) Both say Reliance CDMA to Vodafone GSM While retaining his mobile number MOBILE NUMBER PORTABILITY

SOME FACTS REGARDING MNP • Out of several types of number portability DoT has recommended Mobile Number Portability (MNP) for all mobile service operators • Two central clearing houses for MNP database covering North-West zone (Syniverse) and South-East zone (Telecordia) • These CCH will download the MNP database in operators NPDB on daily basis • MNP will be restricted only for intra circle operators • MNP will be allowed between CDMA and GSM operators • ACQ (All Call Query) direct routing method to implement MNP MOBILE NUMBER PORTABILITY

THE LOCATION ROUTING NUMBER • It refers to a code assigned to every Access Provider for the purpose of implementing Mobile Number Portability • These are 4 digit codes and have been assigned by DOT • They have been assigned LSA wise, Operator wise and technology wise • For example, BSNL has been allocated 42 codes in total – 21 for GSM and 21 for CDMA. ELIGIBLITY CRITERIA FOR PORTING (1/2) • Every subscriber shall be eligible to make a request for porting his mobile number provided that: • A period of 90 days has expired from the date of activation of his new mobile connection / 90 days from last porting • There are no outstanding payments due to the Donor Operator by way of pending bills issued as per the normal billing cycle but before the date of application for porting MOBILE NUMBER PORTABILITY

ELIGIBLITY CRITERIA FOR PORTING (2/2) • The subscribers are required to fulfill the following criteria: • There is no pending request for change of ownership of the mobile number • The mobile number sought to be ported is not sub-judice • Porting of the concerned mobile number has not been prohibited by a Court of Law • In case of Prepaid accounts, the balance amount of talk time, if any, at the time of porting shall lapse MOBILE NUMBER PORTABILITY

THE SUBSCRIBER VIEW OF PORTING • Subscriber desirous of porting his mobile number shall make a request in writing to the concerned Recipient Operator in specified format • The subscriber shall pay the porting charge, if any • The Recipient Operator, treats the customer in the same way as that for a new subscriber • The Recipient Operator shall ask the subscriber to send a SMS to Donor Operator using short code 1900 from the mobile number which is sought to be ported. • An example of the SMS to be sent is “PORT 9896312345 to 1900 • Upon receipt of the SMS, the Donor operator shall forthwith send back a reply SMS containing a Unique Porting Code(UPC) through an automated system. • Subscriber will fill the UPC in the Application form for porting. The unique porting code • Unique Porting Code will be of 8 characters – ABCDEFGH; where • A: Service provider code • B: Service area code • The List of codes for each service provider and service area are issued by TRAI • C – H: To be assigned by the donor operator and will consist of 1 to 9, A-N & P-Z only, and small letters and the alphabet ‘O’ shall not be allowed. • UPC allocated to a subscriber shall be valid for a period of fifteen days from the date of request or such time till the number is ported out, whichever is earlier, for all service areas MOBILE NUMBER PORTABILITY

  17. THE CONDITIONS ON CALLER LINE IDENTIFICATION (CLI) • CLI is a service supplied by most phone providers, whereby your phone number is transmitted when a phone call is made. With a CLI-equipped phone, it is possible to see who's calling before answering • In case the subscriber’s CLI does not match with the ten digit mobile number on sending the text message, UPC shall not be allotted but a message shall be generated to inform such subscriber that the CLI does not match with the mobile number MOBILE NUMBER PORTABILITY

THE RECIPIENT OPERATOR VIEW • Subscriber shall intimate the UPC to the Recipient Operator • Recipient Operator shall, within a period of twenty four hours, forward the mobile number, the corresponding unique porting code and the date on which porting request is made by the subscriber, to the concerned MCHA. • A subscriber may, withdraw porting request by informing the Recipient Operator in writing within twenty four hours of making a request for porting, but he shall not be entitled to any refund of the porting charge paid by him • The Recipient Operator shall be liable to pay Per Port Transaction charge in respect of each porting request forwarded by it to MCHA • SIM card is required to be changed MOBILE NUMBER PORTABILITY

THE MOBILE CLEARING HOUSE ADMINISTRATOR (MCHA) • The Centralized Clearinghouse is a message processing system through which service providers communicate using the same set of rules for handling porting requests and exchanging information required for porting numbers • On receipt of the porting request MCHA shall verify whether a period of ninety days has elapsed from the date of its last porting and if any porting request in respect of the same mobile number is already pending • In case the porting request is found eligible MCHA shall forthwith forward the details of such request to the Donor Operator for seeking his clearance for such porting. • Donor Operator will verify if the porting is permissible as per the rules defined in the TRAI regulation dated 23.9.09 like UPC is same, Outstanding dues are paid etc. • Donor Operator will verify the above and communicate to MCHA accordingly within 24 Hrs MOBILE NUMBER PORTABILITY

  22. ARCHITECTURE REQUIRED FOR MNP The various architecture elements which are essential for MNP are described in the following slides MOBILE NUMBER PORTABILITY

Service Order Administration (SOA) • Service order administration provides the functionality to interface to carriers’ order and provisioning systems in order to update the NPAC for access by all other carriers. • The SOA’s primary functions include subscription audit request/management; data administration; data transfer to the NPAC; report generation; bulk-file parse and upload; subscription tracking; legacy order entry interface; and logging. • Depending on an individual service provider’s requirements, the SOA may interface with multiple NPACs to allow for nationwide number portability. • The carrier-to-SOA connection may be custom-designed to interface with existing carrier order entry systems.   24. Number Portability Administration Center (NPAC) • The NPAC is designed to receive information from both the incumbent and new service providers, validate the information received, and download the new routing information when an activate message is received indicating that the customer has been physically connected to the new service provider’s network. • Each ported number is a subscription version within NPAC that contains the new service provider’s ID, the location routing number (LRN) associated with the new switch, and routing data associated with additional services the customer may request. • The NPAC provides management, administration, oversight, and integration of NPAC operations, hardware and software development, and all maintenance related functions. • It is responsible for meeting performance standards established by the industry and providing user and technical support services and training for industry participants on an ongoing basis. Local Service Management System (LSMS) • The local service management system is a fault-tolerant hardware and software platform that contains the database of information required to enable routing and call completion to ported telephone numbers. • The primary functions of the LSMS are subscription management, network data management, service provider data management, error processing and notification, transaction event logging and reporting, transmission of activation/deactivation events to the network elements, and audits. • The LSMS interface with the NPAC provides real-time activation/deactivation information upon download from the NPAC and can send responses to the NPAC once a message or subscription version is processed.   26. OTHER ELEMENTS OF THE ARCHITECTURE • Service Control Point Management System: The service control point management system provides interface services between the LSMS and the SCP. The SCP MS may or may not be physically integrated with the SCP. • Number Portability Database (NPDB): The number portability database contains the routing information necessary to support number portability. The NPDB provides the LNP association between the called party and the carrier LRN, identifying the switch to which the call should be routed. The NPDB stores all ported numbers within the ported domain. • Signal Transfer Point (STP): The signal transfer point receives the LRN query from the SSP/MSC and routes the query to the appropriate LNP SCP • Mobile Switch Center (MSC): The exchange carrier owns and operates the mobile switch center. Service switching points must be able to generate an LNP query to the SCP (via the STP network) when a call is placed to a telephone number in a ported domain. MOBILE NUMBER PORTABILITY

LRN + B-MSISDN LRN + B-MSISDN B-MSISDN (ACQ) All call query- Direct routing method Recipient Network ORIG N/W NPDB • The MNP in India will be implemented through All Call Query – Direct Routing Method • Whenever the call is originated, the Originating n/w will query its NPDB • NPDB will acknowledge the query by adding a prefix (LRN) to the B MSISDN if the B MSISDN is ported out. • Based on the prefix (LRN) the Originating n/w will route the call to the recipient n/w without involving the Donor network. Originating Network Donor Network MOBILE NUMBER PORTABILITY ACQ is called as direct routing as donor network will not be included during entire call flow.
