Comprehensive Explanation • The initiative covers inter centre (encompassing all type of ATM Units) voice communication and the links with the ground radio Stations; • The objective forecasts that all ECAC States migrate their ATM voice services to VoIP by the specified Full Operational Capability 12/2020; • Initial Operational Capability (Forward fit) date is 01/2013 for both inter-centre telephony and the links to the ground radio stations on the ground segment of the Air-Ground voice. • Inter centres voice communications are currently mainly performed via analogue and partially digital circuits (ATS-QSIG) since 2003. • At present VoIP is identified as being the medium term standard for ground telephony and ground segment of the Air-Ground voice. ESSIP Report 2013 • Majority of States have an implementation plan. Five States consider the objective not mature enough to start planning the implementation; • 35 States have reported the objective ‘Planned’, while one State has reported it as Late. Five States (DE, DK, HR, LU and NO) have reported ‘No Plan’ for the time being; • The progress compared with the last cycle is as follows: Two States (HR & NO) have changed the status from Planned to No Plan. Objective Coordinator’s Analysis, recommendations, tips & tricks • Early implementation • Allows to get the benefit of the IP infrastructure, and to get early return on investment • Increases Airspace flexibility within functional airspace blocks in a multi-vendor operational setting. • Facilitates business continuity as Telecom service providers are phasing out their legacy analogue, 64kBit/s based and later 2MBit/s based services.
