The 7 principles of the PEF as approved by the DG’s • PEF is a common European framework, to be implemented according to the national contexts on a voluntary basis. • PEF promotes feedback of the implementation of CAF and its effects on the organisation. • This feedback is given by external experts and/or peers. • The PEF leads to the label of Effective CAF User(ECU) for 2 years, not recognition of accreditation of an excellent organisation. The 7 principles of the PEF as approved by the DG’s • PEF is build on 3 pillars: • the process of self-assessment (not the scores) • the process of improvement actions (not the proven results of the actions) • the TQM maturity of the organisation (the broader scope of excellence) • The decision and responsibility for implementing the PEF on the national level belongs to each MS. The national CAF correspondents are invited to cooperate with the CAF RC and the national EFQM contacts if needed. • The CAF expert group will continue to develop the PEF in close cooperation with EFQM, announce PEF at the 5QC and launch it at the 4th European CAF Event. Other conceptual issues agreed upon in the CAF Working group and IPSG • PEF and ECU specific developed for CAF Users. • Matrix of evaluation of the TQM maturity, based on the 8 principles of excellence is defined: only the first level is required. • A code of conduct for the EFAC’s, the External Feedback Givers, will be developed. • ECU is not exclusively needed for bench learning partners. • External feedback was highly appreciated by pilots. Practical issues agreed upon but further to be developed • A pool of experts of public administration to do the PEF will be necessary in each country (the EFAC’s). • Training in guidelines on CAF and FEP will be necessary for EFAC’s. • National CAF correspondents own the ECU label. This will have an impact on their functioning, the creation of national CAF resource centres maybe. • Professional feedback has a price but must be accessible for all public administration. In principle this remains to the national responsibility but the question can be asked if we need a European policy on this possible. EIPA CAF Resource Centre

Roadmap • Approval by the IPSG of the 7 principles : 12 May 2008. • Approval by the DG’s of the 7 principles : May 2008. • Further work by PEF expert group : Rome, 08/09/2008. • Final discussion on the PEF at CAF expert meeting in Paris 11/09/2008. • Announcement PEF and the further develoment on at the 5QC. • Further development on • recognition of EFAC’s and their training scheme • code of conduct for EFAC’s • cost of PEF • Presentation of PEF at the 4 the CAF Users Event: 2009.
