  4. Background and Research Related to the Two-Year Transfer Standard

  5. Why a Review of 2-4 Standards? Ongoing NCAA academic reform. All other student-athlete standards have been examined based on research (e.g., initial eligibility and progress toward degree). Research now available, not previously. Two-four transfers do not graduate/remain eligible at same rates as nontransfers.

  6. Goals of 2-4 Transfer Academic Review • Establishment of 2-4 transfer academic requirements that: • Improve academic success and graduation from four-year institution. • Result in outcomes closely mirroring nontransfers.

  7. Principles • Maximize first-year college success, ensuring student-athletes are on track to graduate in five years. • Be research based and yield ineligibility rates and outcomes similar to nontransfers.

Principles(continued) • Be minimal standards and NCAA members should continue to make admissions decisions. • Consider simplicity of application and understanding by all involved. • Strive to emphasize requirements needed to prepare student-athlete for academic success at four-year institution.

Key Research Findings - Academic Performance of 2-4 Transfers • Two-four transfer students enter NCAA Division I schools with lower high school grades and test scores than other groups of students. • Two-four transfers leave college ineligible at higher rates than any other group of student-athletes. • Two-four transfer graduation rates lag those of student-athletes who enter a Division I school from high school.

Research Findings – Grade-Point Average • Grade-point average at two-year institution is the strongest predictor of first year academic success at four-year institution. • Ineligibility rates decrease significantly as a function of increased two-year institution grade-point average. • For two-year transfer student ineligibility rates to mirror college freshman, the current 2.000 grade-point average requirement must increase.

  15. Research Findings – Courses • Number of physical education activity credits at two-year institution has a significant negative relationship with four-year college success. • Student-athletes with fewer physical education activity credits have better academic performances.

  17. Research Findings – Courses • Student-athletes with more core academic credit perform better at four-year institutions. • Core credits in English, math and science are particularly predictive of four-year college success. • Science in particular is a strong predictor of success.

  18. Summary Grade-point average at the two-year institution is the best predictor of all first-year outcomes examined. Ineligibility rates decrease significantly as a function of increased two-year institution grade-point average. Student-athletes with more core academic credit perform better at four-year institutions. Science is a strong predictor.

Summary(continued) Students with high numbers of physical education activity credits tend to have less academic success at the four-year institution than their two-year institution grade-point average would predict. Generally, high school academic variables do not add appreciably to prediction once academic behavior at the two-year institution is known.

Year of Academic Readiness Concept • Provides additional time and opportunity for student-athletes who are academically underprepared to take remedial courses and generally enhance their academic readiness prior to transfer to a four-year institution. • Proposal tabled by the NCAA Division I Board of Directors.

  25. Current Initial Eligibility StandardsQualifier • Graduate from high school. • Complete NCAA-approved courses. • Earn a minimum required core-course grade-point average (GPA). • Earn a required SAT or ACT sum score.

Current 2-4 Transfer StandardsQualifier • To be immediately eligible for competition: • Minimum one full-time term of enrollment in residence at a two-year college; • 2.000 GPA on transferable hours; and • Complete an average of 12 hours of transferable credits per term of full-time enrollment at the two-year college.

  27. Current 2-4 Transfer StandardsQualifier Continued The student-athlete is considered enrolled full time and subject to the average of 12 standard when: Registers in a term full time; and Attends the student's first day of classes for that term.

  28. Current 2-4 Transfer StandardsQualifier Continued • For student-athletes first entering a collegiate institution before August 1, 2012. • Students-athletes not meeting this standard are eligible for: • Practice. • Financial Aid. • Must complete a year in residence before competition.

  29. Current 2-4 Transfer StandardsQualifier Continued Baseball and Basketball student-athletes. Cannot transfer after the first term (semester, quarter) and be immediately eligible for competition. Bylaw 14.5.4.1.1

Physical Education Activity Courses • Current standard only applies to Men’s basketball. • 2-4 and 4-2-4 transfers cannot count more than two credits of PE activity courses to meet applicable transfer requirements. • Credit hour and GPA requirements. • Qualifiers and nonqualifiers.   31. Physical Education Activity Courses • Exception: • For SAs who enroll in a PE degree program or education program that requires PE activity courses. • May count the minimum number of activity credits required for the specific degree program.

  32. Physical Education Activity Courses Example: Handle State University offers a Middle School Education undergraduate degree. The degree requires six semester hours of physical education activity courses for graduation. May use up to six hours for transfer standards.

  33. New 2-4 Transfer Standards Qualifiers Effective August 1, 2012

New 2-4 Transfer Standards Qualifiers For SAs first entering a collegiate institution Full time on or after August 1, 2012: Qualifiers • The physical education activity credit hour limits will be applicable to all sports. • Minimum transferable grade-point average needed for competition in first year in residence increases to 2.500.

  35. Case Study Willie Qualifier. Football student-athlete. Willie attends Redhead College, a two-year institution in Texas. Enrolled full time Fall 2010, Spring 2011 and Fall 2011.

  36. Case Study Willie Continued October 2011: Willie withdrew from two courses, falling below full time for the semester. Willie would like to transfer to a four-year institution for the 2012 spring term.

  39. Case Study George Qualifier. Baseball student-athlete. Plans to transfer to a four-year in Fall 2013. Enrolled full time Fall 2012 and Spring 2013. Earned 24 hours at Cloud Nine College after two semesters. Four hours earned were PE activity courses.

  42. Best Practices 2-4 Qualifiers • Encourage registration with the NCAA Eligibility Center to verify qualifier status. • Identify changes to standards based on: • First time full-time enrollment before or after Fall 2012.

  46. Current 2-4 Transfer Standards Nonqualifier • Minimum three full-time semesters/four quarters. • 48-semester/72-quarter hours of transferable degree credit. • Graduate from two-year college. • Minimum 2.000 GPA.

  50. Summer Courses • For nonqualifiers: • No more than 18/27 transferable hours total earned during summer. • No more than 9/13.5 transferable hours earned during summer immediately prior to transfer. Bylaw 14.5.4.2.1
