This document explores the state-level developments in energy efficiency initiatives as presented at the NARUC 2008 Winter Meeting. It highlights existing federal standards and the legally mandated energy efficiency targets in 15 states, including Energy Efficiency Resource Standards (EERS) and Renewable Portfolio Standards (RPS). The synergy of EERS and RPS is essential for effective programs managed by utilities to significantly reduce emissions and prevent capacity issues. With insights from experts, this meeting provided a critical analysis of strategies to achieve energy efficiency goals for consumers.
