6. DATE Program Purpose To provide funding to support the establishment of district-wide goals and the implementation of a financial award system designed to: • award teachers for positively impacting student achievement; • target the district’s most in-need campuses to improve teacher quality; and • create capacity and sustainability for improved instruction within the district.

7. An Understanding of DATE • All districts are eligible to apply. • Districts with TEEG campuses can also apply for DATE. • This is a DISTRICT award. DISTRICTS make the decisions, not the TEA. • The TEA will provide a few requirements, guidance and technical assistance in order for districts to create effective and successful plans.

8. DATE Program Rules and Requirements Districts must: • submit a notice of intent to apply; • participate in the required technical assistance activities as established by the Commissioner and published in the RFA; • participate for at least two consecutive grant cycles, including budgeting for matching funds; • complete target activities as described by the established timelines set forth in the program requirements in the RFA;

9. DATE Program Rules and Requirements Continued Districts must: • develop a district award plan with goals to improve student academic improvement and/or growth; • create an awards system consistent with district goals that address Target Campuses; • establish performance measures consistent with district goals; and • provide matching funds of no less than 15% in year one, 25% in year two, and 35% in year three (cash or in kind).

Irving ISD DATE Plan • Part 1 - Eligible Employees: • Employed by IISD • Teaches academics minimum 4 hours per day • Teacher of Record • Definition: Responsible for planning and implementing instruction, and assigning grades • Elementary: Grades 3, 4, 5 • Secondary: Math, English, Reading, Science, Social Studies • Employed no later than October 31, 2008, and remain employed through June 5, 2009

Irving ISD DATE Plan • Part 1 – Elementary Criteria • 2009 TAKS Administration* • October Subset • Use “All Students” and “Economically Disadvantaged” • 80% on Reading and 80% on Writing; and 80% on Math or 80% on Science • All eligible Part 1 teachers will receive an equal share of Part 1 Funds (Minimum $1000) *TAKS results include the first administration of TAKS and TAKS-Accommodated in grades 3-11 in Spring 2009, except grades 3,5,8 in Reading and Grades 5 & 8 mathematics, in which cumulative results of the 1st and 2nd administration are included.

Irving ISD DATE Plan • Part 1 – Secondary Criteria, continued • Non-TAKS grade level teachers in math, English, reading, science, or social studies… • In Grades 6-12 • Must show evidence in their lesson plans of teaming with TAKS grade level teachers in order to incorporate appropriate TAKS objectives into their curriculum. • Use Lesson Plan Documentation form and attach to final application.

Irving ISD DATE Plan • Part 2.3 Criteria – Recognized/Exemplary Stipend • Assigned to an Early Childhood, Elementary, Middle School, or High School campus • Assigned campus must have a rating of “Recognized” or “Exemplary” based on 2009 accountability system • Must mentor one or more students for a minimum of 9 Contact Units, or if Early Childhood, option of mentoring parents • Receive an equal share of 2.3 funds based on the number of qualifying professionals

Irving ISD DATE Plan • Part 2 Definitions: • Mentoring is defined… • as an opportunity to work with one or more students • (or parents if Early Childhood) • providing academic assistance while developing a personal relationship of support and modeling • All mentoring is to take place on an IISD campus • Mentoring must be documented on the Student/Parent Mentoring Documentation form and attached to the DATE Application

Irving ISD DATE Plan • Contact Unit is defined as … • an uninterrupted block of 30 minutes beyond the regular instructional day • with a maximum of 3 units per week • “Beyond the Instructional Day” is intended to be… • When the professional is not assigned to a class or duty • When not specifically paid to work directly with students • And could be during a conference period, before/after school, or on a non-instructional day

Irving ISD DATE Plan • Appeals • If you disagree with the outcome of the individual application for DATE funds… • Step One: Write a letter of appeal to the Assistant Superintendent for Personnel & Administration for a review by the DATE Technical Assistance Team • Step Two: If not satisfied with the decision of the DATE Technical Assistance Team, file a grievance according to Board Policy DGBA • Deadline for all appeals is December 31, 2009.
