    2. Generalities about calls for tenders Purpose: To acquire a product or service which the Commission needs for its own activities. Initiative and contrle: Lies entirely with the Commission. Detailed specifications for the needed service or product is produced by the Commission and the successful tenderer must comply with these specifications. Ownership: the product or service belongs to the Commission in its entirety. Union contribution: The Commission usually pays 100% of the contract price. Mutual obligations and monitoring: The contract is bilateral: it imposes reciprocal obligations on the Commission and on an economic operator. The operator provides the product or service ordered. The Commission monitors provision of the product or service it has ordered. Profit: It is natural that the operators remuneration includes an element of profit. Legal instrument: The result of a procurement procedure is a contract *** Publication Tender notices are published in the EU Official Journal and on TED (Tenders Electronic daily) website, the online version of the 'Supplement to the Official Journal of the European Union', dedicated to European public procurement (http://ted.europa.eu/TED/misc/aboutTed.do) All documents related to calls for tenders are then published on ECHO website under Funding/Opportunities (http://ec.europa.eu/echo/index_en.htm) Humanitarian Aid and Civil Protection
