  7. Galaxy Backbone NICTIB project is the largest enterprise network project in Nigeria to “walk the talk” of e-Government enablement! NICTIB Project Background NICTIB Project contract signed in 2006 and valued at $117M. One data center had been successfully delivered in 2007. • Remaining contract valued at $106M consists of: • 1448KM Fibre Optics Network – Backbone and Abuja Metro • Landing Point – Undersea Broadband Cable • Data Centre – Facilities, NOC • Applications – IPCC/ UC/ Telepresence • WIFI, eLTE • Managed Services • Capacity Building

Overview • The National Information and Communication Technology Backbone Infrastructure (NICTIB) project was designed to primarily provide broadband access to enable e-government and channels for delivery of e-citizenship services. • The National Information and Communication Technology Backbone Infrastructure (NICTIB) project is funded and financed by the Chinese government through China Export-Import Bank. • Galaxy Backbone is managing the overall delivery of the project on behalf of the Federal Government of Nigeria, with Huawei as the main contractor for all implementations. This is an important and strategic broadband project to promote Nigerian National ICT infrastructure penetration. • In 2007, the NICTIB project had fully delivered a Data Centre facility that is operated by Galaxy Backbone till date. • Most of the equipment in that facility had reached end-of-life and are in dire need of replacement. The ongoing implementation of the NICTIB project scope covers most of the required replacement.

Objectives of Project • The objectives of the project include the following: • To facilitate the extension of the Government Fiber optics backbone network to cover more parts of the country and ensure availability of infrastructure to support services to organizations and citizens in these parts • To build a comprehensive access network of LTE sites riding on the Fibre Optics network to deliver broadband to Government Agencies and other stakeholders • Equip the National Data Centers with necessary application system platforms and services • To advance the overall NICTIB implementation strategy and move towards the realization of relevant components of the National Broadband Plan (2015-2018) and guidelines • Increase the national employment statistics and overall development of the national economy by deepening broadband penetration.

Key Features and Benefits In summary the project will address some of the very critical problems of communication in our beloved country with the following solution features and advantages: • It would operate a highly secure, encrypted private network that is capable of ensuring better reliability to government data access, emergency responses, effective and efficient inter-agency and inter-governmental collaborations. • The LTE solution, a highly secure, high capacity broadband and multimedia trunking technology is a robust platform for managing national emergency response and command & control system. • Commands and operatives in different areas can use voice, video and data communication to coordinate strategies and responses in real time and over secure communication links. Coupled with video surveillance capability, this significantly enhances our capability in the fight against terror and other crimes;

Key Features and Benefits(contd.) • Intranet communication including VOIP, video conference, unified communication system will enhance the efficiency of military operations and other emergencies; • The Data center systems implementation will provide the required secure, large capacity, cloud computing and centralized storage platform for such applications as HR information, security reconnaissance and general office operations; • It will ensure extended and highly efficient access to the Internet, enabled by the additional backbone transmission network and the comprehensive LTE deployment.

ICT Convergence • Is the aggregation of Telecommunications, Computing and Broadcasting into information and Communications Technologies (ICT) – Telecom: voice & data, fixed & mobile networks/services, public & corporative networks and number portability etc. – ICT: using a single technology to transmit voice, data and video.   15. Recent Trends in National ICT Development • The establishment of a Federal Ministry of Communication Technology and appointment of a Minister for the new Ministry. (2011) • Setting up an Adhoc Committee to harmonize all the various policies for the different sectors in the ICT industry (Telecommunications, Broadcasting, Information Technology and Postal Services). • The existence of a National ICT Policy (2012)

Convergence Reality in the Public Sector The reality of ICT convergence has not yet been reflected in Nigeria where the institutions that regulate and/or develop the ICT sector still function as distinct actors in the industry, without much coordination. Though there have been significant gains over the last decade, especially with regard to mobile telephony, the lack of industry convergence in the Nigerian ICT sector has resulted in fragmentation and inefficient management of resources. The Role of A Converged Regulator A merger of NCC / NBC will be required to achieve the migration to a converged regulator, and will also result in the inclusion of the existing regulatory functions of NIPOST(the postal agency) and NITDA, (the IT development agency). The regulatory powers of each of these distinct entities will therefore have to be reviewed, and subsequently expanded or curtailed as deemed appropriate, to achieve the objectives and goals of converged regulation. Galaxy’s Service Delivery Model • Galaxy's services delivery model is based on shared ICT resources. • Galaxy is deploying Cloud computing as the primary model for organizing shared ICT resources. • Cloud computing is a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction. Government Cloud • Galaxy's service delivery model reflects the three service models defined by NIST: - Infrastructure as a service (IaaS) • Software as a service (SaaS) • Platform as a service (PaaS). • It also shares the five characteristics of Cloud - on-demand self service; broad network access to resources ; resource pooling , rapid elasticity and measurability.
