2. China environmental labeling is composed of sun, verdant hill and water in the center. It is circled with ten rings .The central configuration symbolizes the environment in which human beings live, the surrounding ten rings are closely intervolved, indicating that the public participate in environmental protection. Meanwhile, the Chinese character for “ring” is the same as the first Chinese character for “environment", representing that all the people make a united efforts to protect the environment in which human-beings live.

China Environmental Labeling Program was launched by State Environmental Protection Administration of China (SEPA) in 1993. • In 2003,China Environmental United Certification Center Co., Ltd (CEC) was authorized to thoroughly undertake certification and issue of environmental label to qualified products' • China Environmental Labeling Program is voluntary • China Environmental Labeling Program is based on Criterion of ISO14020 and ISO14024 to implement. • From 1994 to September 2007, the product categories of China Environmental Labeling are in total of 59, more than 1300 corporations and more than 23,000 kinds of models of environmental products have been certificated, nearly 100 million “Ten Rings" logo affixed to the product, in every household, as emissary of publicizing eco-civilization and green consumption.

The purpose of China Environmental Labeling • The overall goal of the state Environmental Protection, take full advantage of this market instruments to promote economic and social sustainable development, promote the improvement of environmental quality in China. • Guided scientific consumption, green consumption and raise the public health-protection awareness. • Provide the approaches for the public to participate in environmental protection to promote the sustainable consumption and the development of recycle economy with the environmental labeling products being the link between the public and the strategy of sustainable development.

Cooperation and mutual recognition agreement with other eco-labeling scheme The comprehensive international cooperation has been taken by the China Environmental Labeling with the synchronal development to the international eco-labeling technology development as well as the mutual recognition cooperation. Up to now, China Environmental Labeling has signed the mutual recognition agreement with Japan, Korea, Australia, New Zealand and Germany.

Legislations and policies of governmental green procurement and China Environmental Labeling Program In 2003, the Chinese government promulgated the "Government Procurement Law of the People's Republic of China," the article 9 of which clearly regulated the environmental protection goals of government procurement. That is, government procurement should purchase high-tech and environmental protection products in priority, and encourage the development of environmental enterprises, ensure the sustainable development.

Legislations and policies of governmental green procurement and China Environmental Labeling Program “Several Opinions of the State Council on Speeding up the Development of Circular Economy” (State Council document [2005] No.22) stipulates that resource-saving and environmental protection consumption pattern should be advocated through encouraging the use of environmental labeling product and green procurement of governmental authorities. Sustainable production could be forwarded through governmental green procurement and the green consumption of the common public.

17. Legislations and policies of governmental green procurement and China Environmental Labeling Program 1. Ministry of Finance united with SEPA published “Opinion on the Implementing of Governmental Procurement of Environmental Labeling Products” and the first “Governmental Procurement List of Environmental Labeling Products” on Oct.24th, 2006The Opinion writes “The environmental labeling products should be purchased with first priority, and products which are harmful to environment and human health are forbidden to purchase, when all levels of state authorities, public institutions and group organizations (hereinafter a “purchaser”) use financial fund to purchase products. 2. The Ministry of Finance and the State Environmental Protection Administration shall comprehensively consider the development of governmental procurement reform and technology and market of environmental labeling product. They shall identify the scope of preferential procurement according to the category from the environmental labeling products certified by the environmental labeling product certification organization accredited by the state, then release “Government Procurement List on Environmental Labeling Products”.

Legislations and policies of governmental green procurement and China Environmental Labeling Program On June 3rd, 2007, The State Council published “The Notice of Integrated working scheme for Energy-saving”, and article 45 stipulates to enhance the energy-saving and green procurement and fulfil strictly “Opinion on the Implementing of Governmental Procurement of Environmental Labeling Products” to improve the system of Governmental Procurement List of Environmental Labeling Products and enlarge the scope of procurement. In which, office equipments including air conditioner, computer ,printer, display, data multifunctional devices and lighting product, water -consumption apparatus are changed from “procurement with priority” to “mandatory procurement”.

19. Governmental green procurement and China Environmental labeling Governmental green procurement has been used as a important demonstration tool to improve the environmental activities of companies and to promote the sustainable consumption of whole society. Ministry of Finance united with SEPA published “Opinion on the Implementing of Governmental Procurement of Environmental Labeling Products” and the first “Governmental Procurement List of Environmental Labeling Products” on Oct.24th, 2006. The second updated copy of “Governmental Procurement List of Environmental Labeling Products” was published on March 19th, 2007 including 14 product groups from 444 companies
