Articles of Confederation • Strengths • Congress signed the peace treaty with England in 1783, in which the U.S. added land east of the Mississippi River to its territory. • Northwest Ordinance of 1787, established the guidelines for the admission of new states into the Union. • Congress established Departments of War, Marine, Treasury, and Foreign Affairs that established a precedent for today’s cabinet department. • Weaknesses • Congress had no power to regulate foreign and interstate trade. • Congress had no power to raise money by collecting taxes. • Congress had no power to enforce laws. • Congress could only pass laws with a vote of 2/3 of the states.
