Introduction Projects running GAL (Local administration action group) VALLI DI LANZO CERONDA E CASTERNONE (Province of Torino) RISULTS: the Registration achieved in June 2009, first outcomes will be in 3 years. GAL MONGIOIE (Province of Cuneo) It involves 43 small municipalities (<100 habitants) arranged over a wild mountain territory RISULTS: number of application: 27; number of registration 15 CRITICAL SITUATION : 12 CLUSTER OF VAL DI NON ( Case study N. 1)

  7. CASE STUDY n. 1: Val di Non Cluster The Cluster of Val di Non is located in Northern Italy in the Trentino Region. Trentino Region is very famous for the Dolomites that have been declared a UNESCONatural World Heritage Site. 7

  8. The Cluster of Val di Non is a small area of 597 Kmq, home to 38.000 habitants and 38 Local Authorities that have planned to implement an EMS in conformity to EMAS. The project is financed by the Province of Trento together with the District of Val di Non and the 38 local Authorities. To implement this project, the municipalities have been grouped in 6 homogeneous areas coordinated by the District of Val Di Non Authority. The District of Val Di Non Authority has a team composedby six committees one for each homogeneousarea Val di Non Cluster Cluster 8

The project aims to protect the environment and to promote sustainable economy for two main sectors of activities in the area: tourism & food. • The project works on two levels: • Cluster level: • Project coordination by the District Authority; • Adoption of a common policy aimed to obtain a continual environmentalimprovement of the area • Identify and share environmental targets to reduce impacts on air, water and soil; • Promotion environmental education and awareness; • Promotion of EMAS. Municipality level: • Each Municipality can implement one of the following environmental target • adoption of renewable energy (photovoltaic, remote heating); • monitoring and reduction of consumption of resources (water, energy, paper); • monitoring and increase of separated waste collection; • monitoring of water waste management system by subcontractors; • promotion of sustainable use of natural areas (parks, reserves, protected areas).   16. The Municipality of Cavriago is Emilia Romagna Region not far from Bologna the Region’s capital and the major cultural centre. Cavriago is a small municipality home by 9646 habitants, residents in a municipality of some 17 kmq. The Municipality of Cavriago obtained EMAS registration in 2003, but the project started in 1999.   17. The municipality of Cavriago: implementation of environmental policies Implementation of an environmental policy started in 1999 with the publication of the first Environmental Report. After 2 years the Municipality was certified ISO 14001; EMAS Registration achieved in 2003; In 2003 Cavriago on the basis of the Environmental Statement developed the Environmental Accounting and Reporting Today the municipality is implementing OHSAS Occupational Health and Safety 18001 standard. 17

In the environmental statement the Municipalityidentifies the environmental impacts associated with the activities. • The main benefits obtained through EMAS are in the following fields: • Public green • Sustainable mobility and air quality • Selection of waste collection • Energy Consumption • Land Management • Environmental education The municipality of Cavriago 18

Benefits in the Municipality of Cavriago • Public Green • Results • In the last 10 year the public green is increased by 431%; • Today the municipality offers 36 smq per capita; • In the 1988 the municipality offered 15 smq per capita; • Environmentalactivities carried out • Creation of sport parks, public parks and redevelopment of new green areas • Money invested (in the last three years) • 140.000 Euros 19

Benefits in the Municipality of Cavriago Sustainable mobility and air quality Results In the last 10 year the bicycle lanes are increased by 7%; Today the municipality offers 22 Km of bicycle lanesper capita; The air quality monitoring reports have been produced since 2004; Data reveals very low concentration of PM10, Carbon Monoxide, Sulfur Dioxide; Environmentalactivities carried out Creation of bicycle lanes, new street, traffic roundabout,increasing of green cars (12%), construction of new parking Money invested (in the last three years) 1.512.000 Euros 20

Conclusion – Case study n. 1 • Implementing EMAS through the cluster approach provides to the Local Authorities the opportunity to: • develop a common policy that aims to obtain a continual improvement of the cluster area; • promote the EMAS registration for small municipalities; • develop a common environmental review to identify the significant impacts on the area (air quality, traffic pollution, human pressure, water and waste management, energy consumption, tourism pressure etc) • develop both a common Environmental Program (for the area) and Specific Program for each municipality • develop a Policy integration for complex environmental problems 24

Conclusion – Case study n. 2 • This case study allows to test the results achieved with EMAS in the long term: • Environmental improvement of the area (air pollution reduction, sustainable mobility, efficient waste management, etc); • The opportunity to implement the Environmental Report and Accounting that provides economic and monetary data; • Extracts from the Environmental Report and Accountingtheenvironmental policy outcomes; • built up the environmental awareness in employees, citizen, contractors, stakeholders, etc; 25
