  33. Purpose To provide Information to DTIC users as to how AFMC handles the Form 55 process

  34. Overview • AFMC is … • What this means for you • Documents we release • AFMC works as a team • Recommendations

  35. AFMC is… • Mission Deliver war-winning ... - Technology   -  Acquisition      - Test        -  Sustainment            ... expeditionary capabilities to the warfighter

  36. AFMC is… Goals • Develop and transition technology to maintain air, space and information dominance. • Develop, field and sustain war-winning expeditionary capabilities on time, on cost. (There are more goals, but they do not relate to our document release) Products • Research as research summaries, technical reports, etc.

  37. AFMC is… • Organization • AFMC headquarters is a major unit located at Wright-Patterson AFB, Ohio. • 10 AFMC host bases • Arnold AFB, Tenn.; Brooks City-Base, Texas; Edwards AFB, Calif.; Eglin AFB, Fla.; Hanscom AFB, Mass.; Hill AFB, Utah; Kirtland AFB, N.M.; Robins AFB, Ga.; Tinker AFB, Okla.; and Wright-Patterson AFB, Ohio. • associate units on several non-AFMC bases. • History • a World War I experimental engineering facility - functions of research and development and logistics were operated separately during World War II • reunited for several years in the late 1940s under Air Materiel Command • Split and then reunited in 1961 as AFLC and AFSC • United again in 1991 as AFMC

  38. What this means to you • Many places to look • In the AF and in the other services • Missions are traded over the years • And, the AF is a new Service • We have a lot of different document types • Releases for DTIC and beyond • AFMC has over 40 STINFO document types to release, each with a different release procedure • Typically for HQ AFMC Form 55 requests are for older documents

  39. Documents that We Release Engineering works Engineering data Engineering drawings Engineering lists Specs and standards Performance specs Drawings Photographs Manufacturing process Scientific informationDevelopmental information Design data Design specifications Research data Preliminary research reports Operational research Research planning documents Technical reports Technical memoranda Technical data Process sheets Procurement information Operations manuals Munitions information Military supply data Equipment use reports Modernization plans War fighting plans Defense technical area plans Technical Orders (TO) Manuals TO supplements Software documentation Computer printouts Working papers Support information Maintenance guides Repair instructions Overhaul material Experimental information Research tests Technical evaluations Production tests Studies and analysis

  40. AFMC Works as a Team • To Release Documents by a Form 55 • Determine if document is older than 1962 • If earlier than 1962 • We have a legally approved letter on file that allows the AFMC STINFO Office to receive the Form 55 from DTIC • STINFO Officer analyzes listed office • STINFO works with the History Office, PA, etc. • If still open, document goes to that office, that office completes the Form 55 • If the designated owner no longer exists • Find related office – anywhere in AFMC or other command or service • Find scientist or engineer who knows technology • If other command or service, return Form 55 to DTIC with recommendation • History Office helps with “hard to find” • If newer, DTIC sends Form 55 to the appropriate office or calls the AFMC STINFO Office

  41. AFMC Works as a Team • History Office helps with “hard to find” • If no available office, the History Office finds the best available scientist • Determine distribution statement • If document should become “A” • Document sent to PA • PA might send for Policy and security review • If document becomes “A”, document is stamped with the Case Number, the date determined and the reviewers initials • Document returned to STINFO Office via the History Office • STINFO Office notifies DTIC, etc. of distribution statement changes and forwards the completed Form 55

  42. Recommendations • Get a team that can get a decision • Notify all applicable offices of decision • Return Form 55 to DTIC
