Graduation Rates New federal formula
New Federal Formula • Begins with the Graduating Class of 2011 • Used for AYP for the 2011/12 school year • September 30 deadline for students to graduate • Graduation rate is reported for previous year • Calculation released in December of each year
Process • Federal Requirements • Federal meetings for clarification • Stakeholder committee made recommendations • Board approved 3-4-11
How USOE Tracks Students • Statewide Student Identifier (SSID) – tracks students individually through their HS career. • Exit Code – LEAs use these codes for students who leave the school system before graduating. • High School Final Status – LEAs use these codes for all students who are seniors and have not exited to indicate the student’s final status. • Business Rules – USOE converts codes into Graduates, Non-Graduates or Exclusions using established rules.
New Federal Requirements • Changes • Who is a graduate • Who is a drop-out/non graduate • Cohort • Calculation
Previous Formula Who counts as a graduate? • Regular High School Diploma • Student participated in the Utah Alternate Assessment (UAA) • Utah High School Completion Diploma (GED) • Adult Education Secondary Diploma (Carnegie) Completed on or before cohort graduation • Graduate in more than 4 years – Special Education
Previous Formula Who counts as a dropout? • Dropout – student cannot be accounted for • Expelled status at time of graduation • Suspended status at time of graduation • Withdraw – student cannot attend high school • Exit to Adult Education or to pursue GED
Previous Formula Who is Excluded from the Graduation Rate Excluded = Not a Graduate and Not a Dropout • Transfers – Out of State, Out of Country, Private School, Home Schooling • Retained Seniors – Special Education • Students in Special Ed who exit at maximum age • Certificate of Completion • Death • Withdraw
Cohort 4 year Cohort vs 3 year Cohort • 50% of Utah high schools are 9-12 • 75% of Utah high school students are 10-12 • Federal formula requires: • 9-12 cohort (4 year) be used for 9-12 schools • 10-12 cohort (3 year) be used for 10-12 schools • Would result in an unfair comparison of graduation rates between high schools • 10-12 schools could more easily have a higher rate
Cohort Decision • High Schools with grades 9 – 12 will have a 3 year cohort rate and a 4 year cohort rate • High Schools with grades 10 – 12 will have a 3 year cohort rate • AYP reports will use the 3 year cohort rate (10 – 12 schools) and the 4 year cohort rate (9 – 12 schools) • State reporting will focus on comparing schools using the 3 year cohort rate
Calculation • Previous • Graduate • Dropout • Federal • Graduate • Non-graduate
Calculation Decision • Graduate • Other Completer • Continuing Student • Dropout Non Graduates
Calculation Decision • Graduate • Basic high school diploma • Adult education secondary diploma (Carnegie units) • Other Completer • UAA • GED • Certificate of Completion • Continuing Student • Retained Senior • Transferred to Higher Education • Transferred to UCAT • Dropout • Withdrawn • Unknown status • Dropout
Graduation Rate State Reporting • Longitudinal Data • 2008, 2009, 2010, 2011 • Use the 4 year cohort rate for State and district level reporting; 3 year cohort rate for school level reporting • Four categories • Graduates • Other completers • Continuing students • Dropouts
