Need for the Integration of Nuclear Safety & Nuclear Security • The security department needs assistance from other departments for ensuring the security of a nuclear facility. • Safety, Security and Emergency Management are interconnected and need convergence. • The security must be integrated into the organizational management and development.

The Integrated Approach • Nuclear safety and security managements must be considered throughout the lifetime of the facility from design to decommissioning. • The barriers between safety and security must be overcome and an integrated approach to working and cooperating together must be established. Benefits of Integration • Safety & security integration allows frequent meetings to discuss the design and implementation of safety and security features that work harmoniously; • An organization that takes an integrated approach to safety and security reduces risk of successful attack; • Makes operations more secure and ensures a united approach to crisis management.

Integration at Strategic Level • Encourage govt. policies that favor integration • Ensure that responsibilities are reflected for both safety & security within the management • Establish joint committee to independently review both departments • Create a policy giving equal weight to both departments and develop integrated management system. • Ensure adoption of an integrated approach to emergency planning, response and crisis management

Integration at Operational Level • At operational level, a committee should be created to integrate safety and security. • The committee should report the senior management and include senior representatives from: • Safety • Security • Operations • Design Engineering • Environmental protection • HRD, Finance

Integration at Cultural Level • Increase cooperation between safety and security • Numerous opportunities should be created to bring the two teams together • Both the teams should have facilitated meetings to describe their respective roles and discuss how they can help each other to resolve the issues. • Both the departments should invite each other for the demonstations.

Requirements for Management of Interfaces between Safety and Security • Assess and manage the potential for adverse effects on safety and security before implementing changes to plant configurations, facility conditions, or security. • The scope of changes to be assessed and managed must include planned and emergent activities • Where potential conflicts are identified, communicate them to appropriate level and take compensatory and/or mitigative actions to maintain safety and security.

  15. The Bottom Line Integration of safety and security means that the managers and employees of both the departments develop positive, respectful relationships with each other, share problems and risks, and find mutually beneficial solutions.
