The Maritime Safety Umbrella Operation (MSUO) aims to foster a safer maritime environment through collaboration across European and international networks. This initiative promotes project development, integrates maritime safety knowledge, and enhances cooperation among diverse maritime stakeholders. With a focus on strategic projects and innovative solutions, MSUO supports maritime safety programs by identifying key themes, partners, and funding opportunities. The operation aspires to establish Europe and its partners at the forefront of maritime safety activity, ensuring preparedness and response capabilities for future challenges.

MSUO: The Goal (2005-2006) An INTERREG cross programme enhancement that assists Interreg Maritime Safety projects by: • Providing a European and International Networkfor co-operation on maritime safety; • Promoting project outcomes to establish Europe and partners at the forefront of maritime safety activity; • Increasing project competence in maritime safety by closing gaps in knowledge and encouraging cooperation; • Assisting programmes to become a collective driving force for maritime safety on the European and international agenda

Future territorial co-operationTransnational / Cross-Border (2007-13) Integrated territorial development: • Current suggested budget: 7.8 bill Euro • Partners from at two or more countries • Strand A: Cross-border co-operation (73.86%) -for solving local problems -strategic projects along maritime borders • Strand B: Transnational Co-operation (20.95%) - no longer studies and plans but concrete, strategic projects important for whole area. MSUO Question: Strategic Project= Practical implementation of maritime policy?

EU Maritime Policy Green Paper Green Paper built around series of questions • How can maritime policy contribute to maintaining our ocean resources and environment? • How can a maritime policy further the aims of the Marine Thematic Strategy (Marine Strategy Directive)? • How can risk assessment best be used to further safety at sea? (S@S and MSUO PPC 1a) • What are the principles and mechanisms that should underpin maritime spatial planning systems? • How can systems for planning on land and sea be made compatible? • Others: Climate Change, jobs, technology, etc. MSUO: Can Transnational & Crossborder Projects be used to answer these questions?

HELCOM/Copenhagen • Maritime Group (HELCOM MARITIME) - ensure adopted regulations are observed & enforced effectively & uniformly through close international co-operation -to identify and promote actions to limit sea-based pollution while ensuring safe navigation. • Response Group (HELCOM RESPONSE) - ensure swift national & international response to maritime pollution incidents - ensure in an accident the right equipment is available & routines are in place to respond immediately in co-operation with neighbouring states -analyse developments in maritime transportation around the Baltic & investigate possible impacts on international cooperation with regard to pollution response -to coordinate the aerial surveillance of maritime shipping routes to provide a complete picture of sea-based pollution around the Baltic, and to help identify suspected polluters

Future Role of MSUO (2007-2013) • Expand to cover all A-Strand & B-Strand Maritime Safety & Sustainable Development of Marine Areas? • Advice and Assistance to Projects Provide topics, technical content, partnership search & inclusion, policy framework, communication & dissemination, gaps in knowledge (PPC) • Advice and Assistance to Programmes & Commission Structure & design to include maritime topics, support development of guidance and priority texts, assessment of applications, dissemination • Feedback Provide information on programme and project effectiveness to policy framework

Future Project Requirements • “Strategic”: High level projects which deliver maritime safety and sustainable development; • “Eligible” Ensure Interreg projects meet eligibility criteria of Programmes (development and operational phases); • “Compatible” Maritime Projects should be developed in agreement with existing framework of maritime governance at international, European and member state level, and; • “Responsibility” Regional Organisations, Competent National Authorities and relevant European Authorities and Agencies should be involved and/or kept informed during project development.

EU New Maritime Policy • Green Paper aims for an all embracing Maritime Policy due 31st May 2006 • One year consultation process • Cross-sectoral approach – 7 DGs involved • Links to the Marine Environment Thematic Strategy and Maritime Safetey Packages • Regions will play important role in implementation processes • Suggests using existing mechanisms and funding (e.g. Interreg B and A strand)

  37. Third Maritime Safety Package • Nov. 05: 3rd Maritime Safety Package launched • Two major themes containing 7 proposals: • 1. Improved accident and pollution prevention • Improve conditions for granting Member States’ flags • Strengthen legislation on classification societies and port state controls • Establish a Community vessel traffic monitoring and information system

Dealing with the aftermaths of accidents • Establish a harmonised European framework for investigation following accidents • Make the investigating bodies more independent • Improve framework of liability and damage repair • MSUO has reviewed the 3rd Maritime Safety Package and identified spatial project themes

Thematic Strategy on the Protection of the Marine Environment • Adopted 24th October 2005 by the Commission • Main aim: to achieve good environmental status for marine resources by 2021 • European Marine Regions and subregions identified • Marine Strategies to be developed within each region • Close correlation between Marine Regions/ Subregions and proposed A and B strand Programme Areas
