ASSESSMENT TOOLS • The following tools have been approved for use in conjunction with the COSF in 619 Programs: • Primary Assessment Tools • The following assessments are criterion-referenced, performance/ observation based assessment measures identified as Primary Assessment Tools for all Part B eligible children. • Carolina Curriculum Assessment for Infants and Toddlers • Carolina Curriculum Assessment for Preschoolers • Creative Curriculum Developmental Continuum for Preschoolers • Assessment of Basic Language and Learning Skills • Interview/Observational Assessment Measures • Tools that use interviews, observations and/or surveys to collect information from parents and caregivers. • Vineland II • Ages and Stages Questionnaire and the Ages and Stages Questionnaire-Social/Emotional • Adaptive Behavior Assessment Scale

CAROLINA Score Conversion • Individual items scored as +, +/-, and – • Convert “+” = 2 • Convert “+/-” = 1 • Convert “-” = 0 • Total and report score in each subdomain • Totals provided are combined statistically to render ECO rating 1-7 • Weightings based on factor analysis that looks at how domains matched up with OSEP outcomes • These calculated scores are used IN ADDITION TO team review of COSF rating based on all information

  6. Kendall’s Correlations ** Correlation is significant at the 0.01 level (2-tailed).

  7. Next Steps • We use the COSF for the other approved assessment however we do not have an algorithm for that automatic calculation • Once we have all the data in we will then use the ECO metric conversion algorithm to calculate state level – OSEP 1-5 ratings.
