  3. USDA Rules • Every product must procurement process from a single pencil to a truck load of product • Procurement is included in ODE/USDA reviews 3

  4. ODE Rules • Full trucks from approved processors will go • Partial trucks may be combined with other states • Fee is $.10 per pound - brown box and diverted • $.026 per lb. fee for DOD produce (commit by Jan 3) plus 4.6% to DOD • Brown Box and Diversion Orders orders 2/3/14 to 3/19/14 • After OSNA meeting

CRFP Dates • Issue 1-2-2014 - Vendor meeting 1-3-2014 • Errors and clarification questions due 1-10-2014 • Addenda posted 1-17-2014 • Response Due to TTSD 1-23-2014 2:00 PM • Open 1-24-2014 2:15 PM – only identify bidders • Tasting Jan 31, 2014 (all districts invited - Armory) • Awards on or after March 1, 2014 • Chance to update only if respond now - Sept 20144

  6. Intent • Goal • Best possible price • Meet USDA and ODE bid requirements • Pricing without volume commitment • Individual members may or may not issue award • May use ODE pricing or OCNC’s • Will not be rolled over

  7. Portion Sizes • Must be “apples to apples” • Pricing pages ask for weight • one serving for entrees • one serving for fruit/veg • processor defines all others • AndCount for one portion for • one serving for entrees • one serving for fruit/veg • processor defines all others

Award • Must meet district nutrition qualifications • Districts can just buy low bid • If not low bid • Pricing will be scored • Taste tests will be scored • Individual district award will be sum of pricing score and taste test score • May choose to group items - i.e. all breaded chicken to one manufacturer

  9. Fee for service true cost • Commodity value (diverted lbs x USDA value) + • Processing fee the manufacturer charges + • Shipping to Sysco + • ODE fee (pounds of commodity x $.10) • All divided by number of servings per case = true cost 9

  10. Net Off Invoice true cost • Commercial price per case minus deviation or bill back + • Shipping to Sysco + • ODE fee (pounds of commodity x $.10) • All divided by number of servings per case = true cost • Net off dollar value is NOT subtracted. 10

For all Products • Submit • Electronic Price Pages – 6 items to a page • If you offer NOI you must also offer fee for service (NOI may not have enough volume) • Send PDF files with (no hard copy!): • SEPDS – may contain many items • Nutrition Facts Label – individual files labeled so we can tell what the product is • Copy of CN/MPFS label information – individual files, labeled so we can tell what the product is • Signed Product Formulation Statements - individual files so we can tell what the product is

  22. Pricing Evaluation • Product with lowest true cost per portion receives 51 points • Next lowest true cost per portion receives 49 points • Each subsequent gets 2 points less

Additional Info • Products evaluated and awarded individually or grouped • Can award same commodity (barrel cheese) to more than one manufacturer • Districts will issue Intent to Award as required • Districts may use ODE RFP prices • Delivery decisions also individual • Direct, distributor or State warehouse

Problems previous years • Vendor bid NOI only and district wanted direct delivery or through distributor • Vendor did not respond – schools could not buy • Files for nutrition information combined • Portion sizes not as requested – if different (eg 2 meat/meat alt for cheese items) make a BIG note • Wrong portions per case • If coming through re-distribution (DOT) identify who pays shipping

CN Crediting Options • Use the FoodBuyingGuide • exact words • exact form - raw or cooked or diced or slice • Use Exhibit A for breads • exact same product • grain must be whole grain or enriched • non-enriched and non creditable grains must be less than 1/4 grain equivalent and must be disclosed 27

CN Crediting Options • CN labels • trump everything - are never questioned • must still be current - look up the 6 digit number • MPFS forms • use USDA samples • fill in all parts • there are two options for grains • grams of creditable grain • weigh of product using Exhibit A • school must be able to “do the math” 28

  30. Next Year • Meals will have sodium reduction of about 10% • no rules out yet • Snacks will have many restrictions • no rules out yet • not many comments - will be similar to proposed rule • close to Oregon’s rules but not an exact match 30
