Proposed HC roadmap process • Evidence of a Human Capital Challenge • Confirmation of the Need for a Roadmap • Human Capital Roadmap Scoping Exercise • Initiation Phase - Government Commitment • Participation of Steering/Advisory Committee • Agreement on Principles for Formulating the Roadmap • Endorsement of Proposed Drafting Plan • Institutionalize coordinating structure ( HC Steering committee or in other format) • Human Capital Roadmap Drafting Process • Evidence and data review • Policy review (bottlenecks, potential interventions, etc.) • Steering/Advisory Panel guides and quality-assures drafting process • Consultations with stakeholders • DPs and Public Consultation Process • Outcomes of consultation and Revision of Draft HC Roadmap • Endorsement and Adoption by Royal Government of Cambodia On-going consultations with: SNEC, MoEYS, MoLVT, NTB, NEA

  5. HC Steering/Advisory Committee • Principles: • Government commitment, leadership, political will. Existence of “champions” • “Coalition of willing” among partners • Need for a cross-sector authority • Operation at two levels: • strategic guidance and coordination, • technical, execution work in sub-groups • Private sector to play prominent role in the Steering Committee and be in the lead of specific technical sub-groups. • Membership: • RCG, e.g. SNEC, MoEYS, MoLVT, CDC, NTB, NEA… • DPs • Private Sectors • Education/Training Providers, academia, NGO. • Key Functions: • Steering/Advisory Committee: • Define priorities in alignment with Cambodia’s development vision and policy agenda for medium-long term • Achieve consensus on the scope and sequencing of the HC roadmap • Give direction to the sectors and element of the roadmap, establishment of the sector sub-groups • Technical Sub-Groups: • Incorporate research evidence to continuously enrich road-mapping process • Monitor progress in implementation of key milestones • Brainstorm and provide suggestions on HC scope, linkages to other policies and key sponsor and management structures.

  6. Expected HC roadmap Outputs Output: Consensus and institutional commitment achieved and champions and options for HC scoping identified. Mechanism: Consultations with stakeholders. Working paper prepared. April – July 2012 INITIATION PHASE Output: Institutionalized coordination for Roadmap. Agreement on scope, approach, timeline and stakeholders engagement. Mechanism: Endorsed by relevant partners through inception workshop Aug – Dec 2012 Output: First draft of the HC Roadmap produced. Mechanism: Drafting group with the guidance from the steering committee and technical sub-groups Jan – Mar 2013 PREPARATION PHASE Output: Final HC Roadmap agreed by all stakeholders. Mechanism: Consultation lead by Steering Committee. Roadmap endorsed through national event Apr – Jun 2013

Proposed Objectives of the UN Taskforce • Facilitate a UN system policy position to the Human Capital in Cambodia; • Reach agreement on an approach to the preparation of a Human Capital Roadmap and coordinate and consolidate UN system effort in preparation of HC roadmap; • Design and implement a coordinated communication and outreach campaign to convey UN system advocacy messages on Human Capital; • Work in close interface with broader DP group on HC and skills development; • Ensure the active participation of respective stakeholders in the RGC and key representatives from Civil Society, Private Sector and Academia in key stages of the HC Roadmap process such as mapping, consensus-building, provision of technical and planning inputs, action-planning, etc; and, • Support a broad consultation process of draft versions of the Roadmap involving Civil Society, Private Sector and Academia.

Proposed UN involvement ROLE OF UN TASK FORCE Consensus and institutional committee achieved and champions and options for HC scoping identified. • Consult on scope & approach with respective ministries and partners. • Liaise with broader DPs on HC Roadmap. April – July 2012 Roadmap coordination institution established, scope, timeline and stakeholders engagement strategy finalized. • Involve respective partners and augment their capacities. • Contribute to work of technical subgroups. • Co-organize and contribute to consensus-building workshop Aug – Dec 2012 • Participate in the drafting group. • Organize technical peer reviews with representatives from key ministries in respective sectors. First draft of the HC Roadmap produced. Jan – Mar 2013 • Consult formally and informally with respective sectors. • Co-participate in the interim review. • Co-organize a national event to endorse the HC roadmap Final HC Roadmap agreed through comprehensive consultation with stakeholders. Apr – Jun 2013
