  2. Executive Order 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” “Establish an integrated agency strategy for sustainability, including reducing GHG emissions, within the Federal government in order to lead by example and achieve a clean energy economy.”

The Federal Footprint • $500 billion in goods and services annually • Owns or leases > 645,000 vehicles • Manages or owns nearly 1 in 5 acres in the U.S. • Single largest buyer and user of energy in US • Real estate portfolio of more than 400,000 buildings • Spends $3.5 billion annually to provide energy to its facilities.

  4. E.O. 13514 Goals for improvement: • Greenhouse gas emissions • Energy efficiency • Water efficiency • Pollution prevention, Waste elimination • Regional and local integrated planning • Sustainable Federal buildings • Electronics stewardship • Environmental management

Sustainable Purchasing in E.O. 13514 • Ensure that 95% of all new contracts and contract modifications, for products and services specify: • Energy-efficient products • Water-efficient products • Biobased Products • Environmentally preferable products • Non-ozone depleting products • Recycled content products • Non – or less-toxic or hazardous alternatives

  6. USDA’s BioPreferred Program • USDA manages the BioPreferred program for the Federal government • Key Strategies • Lead by Example • Measure Results • Provide practical support and guidance to Federal stakeholders • Put the credibility of USDA behind the USDA Certified Biobased Label

  7. The BioPreferred Federal Procurement Preference Program • Authorized in the 2002 Farm Bill • Now 50 designated product categories representing more than 5000 products • Additional product categories are in the rulemaking process

  11. The USDA Certified Biobased Product Label • Launched February, 2011 • Biobased product manufacturers may now apply for label. After certification, may affix “USDA Certified Biobased Product” to qualifying products. • Independent third party certification partnership with ASTM International

  12. What’s on the Label? • Product or package with product and package biobased content percentage • FP - product is covered under the Federal procurement preference
