JP 3-02, Amphibious Operations, 2009 We have always ‘done’ seabasing at some level… have been able to accomplish & sustain the mission while at sea. Seabasing expands the capability to a national level to enable assured access for joint/coalition/interagency forces Seabasing is more than just a collection of platforms (“sea base”), more than at-sea arrival & assembly, at-sea transfer & at-sea reconstitution,… Seabasing should be viewed as the umbrella, rather than a parallel pillar next to Sea Strike and Sea Shield Seabasing is a ‘way of operating’. There is a consensus in the panel that there is a need for a joint seabasing publication Checklist on how to develop a sea base needs to be in Seabasing pub Use the dual designated seabasing pub as basis Identify as a joint national capability Means for institutionalizing at the joint level Key part of the communication strategy Map back to the other seabasing-related doctrine Establish joint seabasing training program. Open-up “seabasing discussion” across the joint community; allow for joint community input Provide a means for a better understanding of seabasing for the JFCs A joint seabasing publication would tie together all current and related seabasing doctrine Doctrine Discussion 7

Gap at joint level to inform staffs on seabasing capabilities, and for RFF development.  Potential resolutions: Seabasing COE (USA, USN, USMC signators) develop joint seabasing doctrine Institutionalize seabasing through education at all levels Build “seabasing” Unit Type Codes (UTCs) in Joint Operational Planning and Execution System (JOPES) with baseline capabilities e.g., NEO (PHIBRON STAFF, MEU, LHD, LPD, LSD), HADR (PHIBRON STAFF, MEU, LHD, LPD, LSD, MPS, T-AH), etc. Use the UTCs in the Joint Capabilities and Requirement Management System (JCRMS) to build baseline seabasing capabilities for the RFF process. JCRMS is a tool the GCCs use for submitting RFFs to JCS. JCRMS allows for a certain amount of data for descriptions of capabilities. Similar to OPNAVINST ROC/POE data. Communication Discussion 8
