Update on Regional Interchange Criteria Progress and Comments – ISAS Chair Brenda Ambrosi

DESCRIPTION

This document details the ongoing work of the Regional Interchange Criteria Work Group (RICWG) under the INT Rewrite Project. Key criteria are being revised, including Pre-scheduling, Reliability Curtailments, and Capacity Tags, with comments solicited from stakeholders.   2. Regional Interchange Criteria Work Group (RICWG) • All interchange related Regional Criteria are being rewritten as part of INT Rewrite Project (WECC-0076-0082) or other Drafting Teams • Currently there is no additional work for RICWG to perform

INT Rewrite Project • WECC-0076 / INT-003-WECC-CRT-2 • Interchange Pre-scheduling Criterion – Reposted for further comments with recommendation of making into a guideline • 10 entities provided comments: • 1 supported reclassification into a guideline • 9 opposed reclassification into a guideline • WECC-0077 / INT-004-WECC-CRT-2 • Reliability Curtailments and Reload Criterion –Reposted for further comments

  4. INT Rewrite Project • WECC-0078 / INT-009-WECC-CRT-2 • Capacity Tag – Reposted for further comments • WECC-0079 / INT-011-WECC-CRT-2 • Ten Minute Recallable for Reserves Criterion – Reposted for further comments • WECC-0080 / INT-014-WECC-CRT-2 • Contingency Reserve Responsibilities – Comments received warranted redraft

  6. Real Time Scheduling Work Group (RTSWG) • WECC-0086 / INT-005-WECC-CRT-2 • Real Time Scheduling Emergency Curtailment Procedure – Drafting will commence when drafting of WECC-0087 concludes • WECC-0087 / INT-008-WECC-CRT-2 • Dynamic Schedules – Reposted for further comments

  7. After-The-Fact Work Group (ATFWG) • Reclassifying ATF Criterion into a Guideline as previously approved • ATFWG expects to have the final document posted in early 2012

  8. E-Tag Issues Work Group (EIWG) • Issue taken to Joint Guidance Committee (JGC) concerning whether a Balancing Authority has the right or responsibility to deny a Request for Interchange if they believe the information provided is inaccurate to the detriment of reliability • Action Item for JGC Chair to send email to ISAS Chair with formal response

  9. Electronic Scheduling Work Group (ESWG) • ISAS directed ESWG to suspend e-Tag test bed effort and focus its attention on analyzing a redundant Tag Authority service for WIT • OATI has provided assurance that the Tag Authority Service has sufficient back-up and will present on this matter in January
