  8. Arrangement of certified seeds during Rabi, 2009-10 (Qty. in Qtls.) • Adequate arrangement of certified seed • Seed replacement of wheat is targeted at 30% • Preference to wheat variety DBW-17, WH-711, PBW-550, WH-542 & WH-147 • Distribution of Barseem minikits under RKVY

Strategies to Promote Seed Treatment • Seed treatment campaign from 1st to 30th Oct.,2009 • Campaign committies at state, district & block level constituted • Involvement of private sector in seed treatment campaign • Radio jingles for seed treatment from AIR Rohtak, Kurukshetra and Hisar • Extensive use of print media to educate the farmers. • Farmers training camps plans Distt. level – 20 Block level – 120 Village level –1875 Seed Treatment • Fungicides for seed treatment on 50% subsidy will be provided through institutional agencies under RKVY

  12. FERTILIZER AVAILABILITY & CONSUMPTION DURING 2008-09 AND REQUIREMENT 2009-10 (Lakh MTs)

Quality Control Mechanism • State has notified 323 Insecticide, 185 Fertilizer & 83 Seed Inspectors • Three State Pesticides Testing Laboratories located at Karnal, Rohtak & Sirsa with annual analysis capacity of 3300 samples and one new SPTLs is being established at Panchkula with additional capacity of 1100 samples. • Three Fertilizer Quality Control Laboratories located at Karnal , Rohtak & Hisar with annual analysis capacity of 5100 samples. • State Seed Testing Laboratory situated at Karnal with annual analysis capacity of 10,000 samples. • Plan to establish one new seed testing laboratory at Sirsa. • Action are taken against defaulters as per provisions of relevant Act, Order and Rules. • Distribution of fertilizers is effected in State through 2572 institutional and 6790 private, insecticides through 870 institutional and 6040 private and seed through 108 institutional and 7064 private outlets.

EXTENSION APPROACHES • Extension Machinery strengthened by inducting more extension workers. • Campaign for timely sowing and seed treatment. • Fortnightly wall magazine (Pratibadh) in all villages under ATMA scheme. • Krishi Samvad in all villages (24 dedicated pages to Agriculture sector) • Use of EDUSAT for speedy dissemination of information. Tele conference of field workers on monthly basis. • Wide use of electronic and Print Media. • Kisan Club strengthened by providing office room, computers and fax machine. • Farmer’s Development workshop- cum- Exhibition to disseminate information. - Strengthening of soil testing laboratories (30). • Distribution of 3.00 lacs soil health cards. • Promotion of water saving devices. - UGPL on 50% subsidy or Rs.60,000 per beneficiary. - Sprinkler system on 50% subsidy. • Application of gypsum to reclaim alklaine soils & to mitigate sulphur deficiency • Promotion of green mannuring. - Distribution of Dhaincha seed on 75% subsidy. - Plan to cover 2.10 lacs hect. area during current season.

Promotion of Resource Conserving Techniques (RCTs) Zero till-cum- seed drill – 3000 Rotavator – 1000 Straw Reaper – 500 Laser Leveller – 100 Promotion of Sugarcane Crop Consistent reduction in sugarcane area. 2007-08 = 1.40 lakh hectare. 2008-09 = 0.90 lakh hectare. 2009-10 = 0.75 lakh hectare. Promotion of Autumn Planting: Seed Subsidy @ Rs. 2000/- per acre. Intercropping in autumn planting to make sugarcane cultivation remunerative. Farm Mechanization to reduce the dependence on labour. Sugarcane cutter planter Trench Planter Sugarcane Mechanical Harvester, Cane Loader Ratoon Management Device Strengthening of bio-control laboratory.
