  3. Principals regarding Safety and Federal Funds • All projects must be designed to meet safety standards. • AASHTO Geometric Design Guidelines • MUTCD • AASHTO Road side Design Guidelines • Highway Capacity Manual

  4. Federal Programs for infrastructure • Highway Safety Improvement Program (HSIP) • Railway/Highway Grade Crossing Program • High Risk Rural Roads (HR3) • Safe Routes to Schools Program (SRTS)

  5. Federal Programs for infrastructure • Highway Safety Improvement Program (HSIP) • 23 USC 120(c). • $14 million per year with 10% match • Allocated to Regions based on the percentage of top 15 percent SPIS sites • All public roads are eligible

Highway Safety Improvement Program (HSIP) • Eligible work • Intersection improvements • Curve realignment • Traffic calming • Improved delineation or marking • Fixed object removal • Slope flattening and clear zone improvements • School zone safety improvements • Pedestrian and bicycle safety improvements • Installation or improvement of signs.

Highway Safety Improvement Program (HSIP) Application Procedures: • Region Traffic Managers may solicit project proposals from local agencies. • The request for submittal of project proposals outlines general requirements • All submittals are prioritized. • Agencies are notified regarding funding for their projects.

  8. Railway/Highway Grade Crossing Program • 23 USC 130(f)(3)] • $2,100,000 per year no match required • evaluated based on an accident prediction formula • All public crossings are eligible • ODOT Administered though Rail Division

  9. Railway/Highway Grade Crossing Program • 50% must be used for protective devices • Approach road work • Signs • Closing redundant crossings

  10. Railway/Highway Grade Crossing Program • Application Procedure • Evaluated based on an accident prediction formula • Project review with Railroad, local agency & ODOT rail • Agreement is reached • PUC Rail order is issued for the project

  11. High Risk Rural Roads (HR3) • 23 USC Section 148 • $1,000,000 per year 7.78% match • Rural major & minor collectors, rural local roads • Responsibility shared by ODOT Traffic Section & Local Government Section

  12. High Risk Rural Roads (HR3) • fatalities and incapacitating injuries that exceeds the statewide average • future traffic volumes are projected to increase resulting in fatalities and incapacitating injuries • Must be Rural Collectors or Rural Local road

  13. High Risk Rural Roads (HR3) • Application Procedure • HR3 Steering Committee • Applications accepted • All eligible applications were funded • Cost increases have used all available funds • Application process next year

Safe Routes to Schools Program (SRTS) • primary and middle school • enable and encourage children to bike or walk to schools • Make bicycling and walking to school a safer and more appealing transportation mode • projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of schools.

Other Safety Grants • National Highway Traffic Safety Administration • SECTION 402 GRANTS (Reduce injury and death. • Accidents in excess of posted speed limits • Encourage occupant protection devices • Impaired by alcohol or a controlled substance • accidents involving motor vehicles and motorcycles
