Objectives Know the Life to Eagle Process Know how to start /complete Eagle Project Workbook Know how to fill out and process an Eagle Application Know how an Eagle Board of Review functions Know how paperwork is processed after Eagle Board of Review. Know that youre not an Eagle Scout until National approves the Eagle Application

    4. 2007 Advancement Requirements Earn the following Merit Badges Camping Citizenship in the Community, Nation & World Communications Environmental Science Family Life First Aid Personal Management Emergency Preparedness OR Lifesaving Cycling OR Hiking OR Swimming Personal Fitness Plus (9) optional merit badges

    5. Perform The Following: Serve actively for a period of (6) months in a position of responsibility. This can be several positions added together to equal (6) months. Responsibility positions start after Life Board of Review Date. Boy Scout Troop: Serve in one or more of the following positions: Patrol Leader, Assistant Senior Patrol Leader, Senior Patrol Leader, Troop Guide, Order of the Arrow Troop Representative, Den Chief, Scribe, Librarian, Jr. Asst.. Scoutmaster, Chaplain Aide, Instructor, Historian, Venture Patrol Leader, Quartermaster.

    6. Varsity Scout Team Captain, Co-Captain, Program Manager, Squad Leader, Team Secretary, Librarian, Quartermaster, Chaplain Aid, Instructor & Den Chief & Order of the Arrow Team Representative Venturing Crew/ Ship President, Vice President, Secretary,Treasurer, Boatswain, Boatswains Mate, Yeoman, Purser & Storekeeper

    7. Explorers Explorers are no longer eligible for Scouting Advancement unless they are also members of Scout Troops, Varsity Teams, Venturing Crews or Sea Scouts Ships. Eagle Scout Leadership Service Project Must plan, develop and give leadership to others in a service project to any Religious Institution, any School or Community while a Life Scout.

    9. Project Workbook Life Scout must use the Eagle Scout Leadership Service project workbook, No. 18-927. Where to obtain: http://www.nesa.org/trail/manual.html PDF (print and hand fill) DOC or RTF (editable - preferred) Hard copies available at Council Office

    10. Eagle Scout Service Project Workbook Requirement Plan, develop, and give leadership to others in a service project helpful to the following: School (Non-Profit) Community Church Non-Profit Organizations United Way

    11. Originality Does the project have to be original? Can the project be something you dream up? Can the project be something that has never been done before? Can you pick up a project which has been done before? Is the sky the limit for a project?

    12. Responsibility You are responsible for planning, directing and following through to the projects successful completion. Limitations Can a project be of routine labor (a job or service normally rendered)? i.e., Mowing Grass involve Council property?

    13. Limitations (Continued) Business? Individual? Corporation? Commercial in nature? Fund-Raiser for an organization? Note Fund-Raiser CAN be used to obtain materials and supplies to perform project.

    14. What Is The Size of An Eagle Project Is there a requirement on size of the project? NO!!! The project should be helpful to a religious institution, school or the community. Is there a requirement on time spent on a project? NO!!! The amount of time spent by you in planning your project and actual working time spent in carrying out the project should be as much as necessary to DEMONSTRATE your leadership to others.

    15. Example Of Projects Setting up a community study center for children who need a place to do homework Prepare plans for and build a footbridge on a trail in a National Forest. Approvals Of Eagle Project Before you start Determine the project you would like to do and discuss with your Scoutmaster or you Troop Eagle Scout Coordinator.

Approvals of Eagle Project (Continued) Get with the benefiting group and complete portion: of workbook titled: Describe the project you plan to do: What group will benefit from the project: My project will be of benefit to the group because: Get with Scoutmaster or Troop Eagle Scout Coordinator complete portion This concept was discussed with my unit leader on _______ Have benefiting group sign and date: The following concept was discussed with the following representative of the group that will benefit from the project.

    17. Complete Project Details Of Workbook Complete first page of the workbook to include the following: Scouts Name, Address and Phone number Unit Number, District and Local Council Unit leaders name, Address and Phone number Unit Advancement Committee persons name, address and phone number

Complete Project Description and Details Of Workbook Complete this section of the workbook to include the following: Describe present condition The method Materials to be used Project helpers Time schedule ( projected start and finish) Safety hazards Include photos prior to start of project

    19. Complete Project Details (Continued) If Landscaping etc., include size of area 20 Ft X 40 ft. How will materials be obtained/supplied Approval Signatures For Project Plan Obtain signatures for project plan by: Religious institution, school or community your doing the project for. Scoutmaster or Troop Eagle Coordinator Unit Committee Member

    20. Approval Signatures (Continued) District Approval After obtaining all other approval signatures, submit the Project Workbook to the District Advancement Chair or District Eagle Scout Coordinator District Advancement will review the project to assure it meets all National standards. If so will notify you it is approved. Approval can take from 1 to 5 days. If District does not approve the project , you will be notified as to why or if there is anything that be done to update it for approval. PROJECT CAN NOT BE STARTED WITHOUT DISTRICT APPROVAL.

    21. Carrying Out The Project Keep record of your time Planning project Time spent working on project Keep record of : Names and times spent by others on project Take pictures during and at finish of project Keep record of materials required to complete the project

Carrying Out The Project (Continued) Keep record of your time Keep record of any changes to your project If major changes occur, contact your District Advancement Chair or District Eagle Coordinator to review and obtain additional approval. Approval of Completed Project Fill in the start and complete date Sign and date application

    23. Approval Of Completed Project (Continued) Submit Project Workbook for signature by: Scoutmaster or Troop Eagle Coordinator Representative of Religious institution, school, or community which the project was done for. What Do You Do With The Project Workbook At This Point? Hold it for your Eagle Board of Review

    24. What Next ? If all other Eagle Requirements have been completed fill out Eagle Application Form no. 58-728 LATEST revision. Have Scoutmasters conference Must be completed before 18th birthday!!! Sign and date Have Committee Chairperson sign and date

    25. Recommendations (requirement #2) Scout will furnish Unit with names and addresses of desired references. Unit or Council (varies by Council) is responsible for contacting those references Some Councils provide a standard recommendation solicitation letter and SASE Other Councils call the references If letters are used, Mail them EARLY in the process!!!

    26. Recommendation Letters (requirement #2) Required references: Parent Educator Two other references Religious Pastor/Deacon/Rabbi/Imam, etc., desired Can be PARENT if no organized religion is attended by the Scout Optional reference Employer (if employed)

    27. Recommendation Letters (requirement #2) Letter Disposition Opened ONLY at Board of Review Reviewed ONLY by Board members Surrendered to District/Council representative after review Immediately destroyed by that member after conclusion of Board

    28. Processing Eagle Application When application is complete the Unit Advancement Chair will send letters to the people in requirement 2 of the Eagle application, requesting a confidential return of the letter of reference. Reference attached 5 page package of this process. All references are required with the exception of employer (if any). If you do not have a Religious reference put your parents name. Include address and telephone numbers for all references.

    29. What Next ? (Continued) All Requirements for the Eagle Rank have to be completed by the boys 18th birthday (except the paperwork and Board of review). Processing Eagle Application When application is complete with all necessary signatures obtained, the unit or Scout will submit the Eagle application to Council Eagle Registrar for review of Merit Badge dates etc. Allow two weeks for this process.

    30. Processing Eagle Application When the Eagle Registrar is finished reviewing the Eagle application for correct Merit Badge dates etc., they will sign it and notify the Scoutmaster or Scout that the application can be picked up. Board Of Review Once the Scoutmaster has the application and reference letters they will then contact the District Advancement Chair or District Eagle Board of Review Chair and set up the Eagle Board of Review date. In some districts the boy will contact the District Advancement Chair or District Eagle Board of Review Chair and set up his Board of review.

    31. Board of Review Who Can Sit on the Eagle Board of Review ? At least three but not more than six members The District Advancement Chair or Designate Any one who understands Scouting Scoutmaster (silent observer) Who Can Not Sit On the Eagle Board of Review? Members of family Relatives How long should the Eagle Board Take 30 minutes.

    32. Eagle Board Of Review The review members have to be unanimous to recommend the Eagle Candidate to National for approval. Candidate is not an Eagle Scout until National approves the application. Some times they reject it. Post Board Of Review Paperwork The board will fill out and sign Advancement report No. 34403, latest revision

    33. Post Board of Review Paperwork (cont.) Board Chairperson and District Eagle Board Representative will: Review and sign the Eagle Application. An advancement report will be filled out and signed by the BOR committee. Scout is to keeps: Project Workbook Requirement #6 Processing Unit will turn in Advancement Report and Eagle Application to the Council Eagle Registrar

    35. Processing Council Executive will sign application and it will be forwarded to National. It take about two weeks to receive word from National if Eagle Rank is approved or not.

    36. Warning Do not plan his Eagle Court of Honor until final approval is received from National.
