  4. BARAUNI REFINERY OFF-SITE DISASTER MOCK DRILL FOR ERDMP ACCREDITATION

Introduction • Development and implementation of ERDMP is the key to develop a state of readiness • The third party accreditation of ERDMP is mandatory as per PNGRB Regulations 2010. • Collaboration with Disaster Management Institute (DMI), Bhopal for review and accreditation of ERDMP. • Conduction of a disaster mock drill is a mandatory step for obtaining 3rd party accreditation of ERDMP. • Accordingly, a full scale Off-Mock Disaster Mock Drill carried out at Barauni Refinery on 12th Sept 2012. • Shri Rakesh Dubey, Director DMI, Bhopal critically supervised the whole drill process as external observer.

  6. Objective of Disaster Mock drill • Observe and evaluate the effectiveness of ERDMP. • Check preparedness of district administration to respond and manage large scale disasters. • Create awareness and coordination among government functionaries, refinery personnel and communities. • Develop and strengthen disaster management preparedness, response and recovery plans. • Minimize damage to public, environment, property and machinery.

  7. Scenario of Disaster Mock drill • Level-3 scenario of catastrophic failure of LPG Tanker at LPG loading area. • Failure leads to boiling liquid expanding vapour explosion (BLEVE). • Mosadpur & Devna villages falls in the affected off-site areas because of this the disaster.

Appreciation Programme • Conducted for district administration authorities. • To create awareness about the scenario of the mock drill. • Strengthen the communication and co-ordination between district authority and refinery. • DM, Begusari along with 50 other officials from district administration and Barauni Refinery attended the prograame

De-briefing Session • A debriefing session was held to review the disaster mock drill. • Areas of concern were discussed aiming at various scope of improvement. • DM, Begusrai chaired the debriefing session in presence of Mr. SK Jha, ED, Barauni Refinery, Dr Rakesh Dubey, Dir, DMI, Bhopal, Mr RK Chugh, GM (TS) and Mr S K Das, GM (T). • About 78 officials from district administration and Barauni Refinery attended the meeting.

Highlights of the Mock Drill • The drill lasted for about 44 minutes • Barauni Refinery executed the disaster management plan effectively. • All the off-site emergency coordinators from district administration participated actively in the exercise. • The district administration effectively discharged its role in managing and controlling the offsite disaster. • The habitants of affected villages, vehicle drivers and other people commuting on the nearby roads were found to be aware of the emergency situation.

  13. Highlights of the Mock Drill • The active participation of Civil defense volunteers in the mock drill was praiseworthy. • Three causalities (one burn, another fallen from height and third with gas exposure) were reported onsite and two causalities were reported offsite. • The whole exercise was closely observed by 10 observers from Barauni Refinery and 4 observers from district administration. • The mock drill culminated without any mishap and inconvenience to the public. • The exercise was successful and was deeply appreciated by Mr Rakesh Dubey, Director, DMI, Bhopal.
