Talent Development in Regional Economic Development • ETA is focusing on transforming the workforce system to be the talent development part of building a regional economy. • The Goal: • Expand employment and advancement opportunities for workers while simultaneously catalyzing the creation of high-skill, high-wage jobs.

  4. Talent Development is essential to Economic Development • Workforce development is more than training effectively for current jobs. • Successful workforce investment leads to the creation of new jobs. • Talent is an asset, bringing new businesses and industries into communities.

  5. System Transformation Principle The workforce investment system at all levels operates as a catalyst to bring together strategic partners to drive the WIRED Framework.

  6. System Transformation Principle The workforce investment system operates as a talent development system; it is no longer defined as a job training system. Its goal is an educated and prepared workforce—on a U.S. or global standard

  7. System Transformation Principle The workforce investment boards are structured and operate on a regional basis -- composed of regional strategic partners who drive investments -- aligning spending with a regional economic vision for talent development.

System Transformation Principle Workforce system funds at every level must be transformed, providing the opportunity for post-secondary education for lifelong learning opportunities aligned with the region’s talent development strategy and leveraging a wide array of resources from other strategic partners.

System Transformation Principle • The workforce investment system no longer operates as an array of siloed programs and services. • Economic and workforce development regions are aligned with common and innovative policies across the workforce, education, and economic development systems and structures that support integrated talent development strategies in regional economies.

  10. System Transformation Principle The system actively collaborates with strategic partners to gather and analyze a wide array of workforce and economic data to drive strategic planning, track economic conditions, benchmark competitiveness, and measure outcomes.

Strategies to Continue Workforce Information Transformation through WIN/WIN • Establish a national practitioner network that will: • Identify practices and partnerships • Share • Encourage and promote capacity building and skill development • Strengthen partnerships and achieve better alignment
