  3. Contracts Small businesses deserve a fair playing field. Larger companies are able to employ teams of proposal experts. After years of working for both small and large ($1B) firms, I have decided to offer small businesses the opportunity to compete with the resources available to your large business competitors. Beltway Proposals offers a 30/60/90 NET plan for small businesses. Quarter Plan for lowest rates (See next page).

  4. Quarter Plan • As your business grows and you compete for more opportunities, a Proposal Manager is the logical next step for many small businesses. The average salary for an experienced Proposal Manager is about $150,000 a year plus benefits. The true cost can run $225,00-$250,000 per year. With over 40 businesses on InDeed currently seeking a Proposal Manager, the odds are against small businesses to land an experienced individual. • The truth is small businesses don’t need a full-time Proposal Manager. I am now offering a Quarter Plan for my preferred clients. The Quarter Plan provides Proposal Management for 500 hours over a 12-month period. This enables your company to select the 2-3 major proposals during the year for full proposal preparation as well as a handful of proposal outlines, red team reviews, grading, and graphics for additional proposals. • I offer these services at my most discounted rate billed in 12 monthly payments of just $4,000. That’s a 25-50% discounted rate. I will only be selecting one or two more companies to provide this plan to so please inquire if you are interested in learning more.

  5. Color Team Reviews So as a Proposal Manager what is the most common mistake found in color team reviews? Very simple actually. I find two major factors that contribute to organizational failure in the proposal process. Number 1 is the “I’m too important for Pink or Red Team reviews”…I’ll wait for the final or Gold Team to review. This leads to more rework than any other factor. Management/Executive engagement early in the process is the only way to ensure all writers understand the notable features and win themes. Number 2 is that over time most organizations let their review process devolve into grammar drills. The proposal is going to be graded by a government employee. Why would you ever submit a proposal unless you have purposely graded the proposal against the RFP grading requirements? 4

  6. Writing Support I take pride in writing original content based on corporate capabilities to provide the grader with a sense of confidence in your company. Ability to interview SME’s to pull the information to meet RFP criteria and ensure compliance. The proposal is about the customer NOT YOU.  Nothing will turn off a grader more than opening up a bid to generic corporate waffle.  The only information about your company worth sharing is specifically related to how you will solve your customer’s problem. Experienced author for hundreds of proposals, industry magazines, and one book. 5

  7. Graphics Beltway Proposals will produce designs that get our clients' messages across with high visual impact. They work on a huge variety of proposals to create graphics that distinguish major themes while solidifying corporate identity with the proposal grader. All graphics are PowerPoint based for easy editing. 6

  8. Proposal Grading • Proposal Grading -- Review your completed proposal and provide expert grading services by professionals with Government grading experience. • The proposal grading process has historically been shrouded in secrecy by government graders. It can also be confusing to the small businesses who have been through other proposals and may have different understandings and expectations of requirements in the RFP. Let our experts review your completed proposal and provide expert grading services by professionals who have been on the “other side” of the proposal process. • As a former proposal grader for the government, I have seen firsthand the mistakes often made with the greatest of intentions by small firms.  I make sure that Beltway Proposals not only provides outstanding proposal services, but that we also teach the intricacies of bid strategies. • Proposal grading expertise with over 200 government proposals graded with awards totaling ~$2B.

  9. Emergency Services • Emergency services -- Provide short term expertise to get your proposal across the finish line "on-time and compliant" with a winning solution that speaks to your strengths and provides the grader with a clear feeling of the great opportunity to work with your company.

  10. Tom Potendyk Qualifications • President of Beltway Proposals • Federal Proposal Manager for Top 5 Accounting and Audit Firm in the U.S. • Proposal Manager and Lead Author for multitude of proposal efforts to include winning a variety of proposals ranging from a $250M DoD services contract to a $25M cold proposal with Department of Transportation. • Proposal grading expertise with over 200 government proposals graded with awards totaling ~$2B. • Proposal Manager/Author for 35 proposals in 2016 varying in complexity from Sole Source to BPA’s/IDIQs with as many as 8 teammates while at Integrated Finance and Accounting Solutions. • Author of “Guide to Executive Summaries”. Quick reference for proposal industry professionals. • Awarded a U.S. Patent 9,068,798 B2 for the Integrated Multi-Function Scope for Optical Combat Identification. • Author of “Fix Combat ID” published in the Armed Forces Journal and C4ISR Journal. • Featured on CNN’s, “Could lasers solve the military's friendly-fire problem?” • Developed the Marine Corps operations plan for the Ronald Reagan Funeral Plan; Result: New arrangements with Coast Guard, LAX, Secret Service, CHP, FBI, and others ensured cooperation amongst agencies.
