SECTION 5311 • STILL WORKING ON FY 2010 FUNDING MARKS - WAITING FOR FEDERAL PUBLISHED FFY 2009 $’S • WILL BE COMBINED 5311/DOAP APPLICATION • NEW MEMBERS TO THE PROGRAM FOR FY 2009: • DEWITT COUNTY • OGLE • CLARK • MONROE-RANDOLPH • RLS HAS COMPLETED ALL FIELD WORK - ALL FINAL REPORTS TO BE ISSUED SOON • STAFF TO FOLLOW-UP ON FINDINGS OVER NEXT YEAR

ARRA INITIATIVE • $21.2M FOR SECTION 5311 GRANTEES • 50% ($11M) OBLIGATED WITH FTA BY 9/1/2009 • 100% OBLIGATED WITH FTA BY 3/5/2010 • FROM OUR CALL FOR PROJECTS: • 106 PROJECTS SUBMITTED • $31M REQUESTED • LOOKING TO FUND PROJECTS IN THE FOLLOWING CATEGORIES: • PARATRANSIT VEHICLE PROCUREMENT • FACILITY CONSTRUCTION AND IMPROVEMENT • EQUIPMENT PURCHASES • ITS SOFTWARE AND HARDWARE • INTERCITY BUS INITIATIVES • STATE ADMINISTRATION • RLS AND TRANSYSTEMS BEING HIRED TO PERFORM FACILITY ASSESSMENTS AND ENVIRONMENTAL WORK

CY 2008 CVP PROGRAM • 121 APPLICANTS, 101 AGENCIES AWARDED VEHICLE (S) • $10M AND 195 VEHICLES ORDERED • MULTIPLE FUNDING SOURCES • CONTRACTS SENT OUT THIS WEEK • DELIVERY: • MINI-VANS BY END OF APRIL • OTHERS THROUGHOUT THE CALENDER YEAR • RURAL FY 2008 DISCRETIONARY BUS AWARDS ADDED TO CURRENT ORDER • SORRY FOR THE DELAY

  6. CY 2009 CVP PROGRAM • APPLICATION NOTIFICATION TO BE SEND OUT BY END OF APRIL • WILL BE ELECTRONIC AGAIN • HSTP ENDORSEMENT WILL BE REQUIRED • 5311 GRANTEES WILL NEED TO KNOW ARRA VEHICLE AWARD BEFORE APPLYING • MUST REBID THE MINI-VANS

FY 2010 DOAP PROGRAM • RULES STILL HAVE NOT BEEN APPROVED BY IDOT LEGAL AND GOV’S POLICY FOLKS • GOV’S BUDGET PROVIDED FOR: • 10% INCREASE OVER FY 09 CONTRACT AMOUNT • NAME CHANGES FOR LINE ITEM APPROPS • DOWNSTATE TRANSIT IMPROVEMENT FUND • BILL VOLK LEADING AN IPTA COMMITTEE TO DEVELOP DRAFT POLICIES FOR DPIT

INTERCITY BUS • 4 PROJECTS FUNDED FOR FY 2009: • RIDES - OPERATING ASSISTANCE FOR NEW ROUTE • GALESBURG - AMTRAK STATION PARKING LOT IMPROVEMENTS TO FACILITY INTERCITY BUSES AND A&E FOR AMTRAK STATION EXPANSION • CITY OF NORMAL - AMTRAK STATION PARKING LOT IMPROVEMENTS • STATEWIDE MARKETING STUDY • WILL BE HOLDING THE NEXT INTERCITY BUS TECHNICAL ADVSIORY MEETING IN MID-MAY TO DISCUSS NEXT ROUND OF 5311 AND ARRA PROJECT FUNDING • WILL BE SENDING OUT A CALL FOR PROJECTS THIS WEEK

  9. FEDERAL DISCRETIONARY BUS AND BUS FACILITY EARMARKS • IDOT/DPIT HAS SUBMITTED REQUESTS FOR BOTH A FFY 2009 AND FFY 2010 INITIATIVE • WORKING WITH DURBIN’S OFFICE TO PROVIDE FLEXIBILITY SO WE CAN FULLY FUND FACILITY PROJECTS • NO IDEA HOW MUCH ILLINOIS MAY RECEIVE

  10. STATE CAPITAL PROGRAM • MONITORING VARIOUS INITIATIVES • IMPORTANCE OF ANNUAL CAPITAL NEEDS ASSESSMENT RESPONSES
