  2. NGAC Geospatial Partnerships with Tribes Purpose: Provide advice and recommendations on innovative approaches to develop collaborative nation-to-nation partnerships with Tribal governments to foster effective development and use of geospatial data and capabilities.

  3. NGAC Geospatial Partnerships with Tribes The Presidents Plan: • Sovereignty- Federal Government must honor its treaty obligations and fully enable Tribal self-governance • Tribal-Federal Relations-Government-to-Government relationship"Tribal G8" -- an annual meeting with Native Americans (2008) G9?,G10? Etc. • Trust Responsibility-Fulfilling the Fiduciary Trust responsibility

NGAC Geospatial Partnerships with Tribes • “I am committed to meaningful reform of the broken system that manages and administers the trust lands and other trust assets belonging to tribes and individual Indians.” (Presidential Plan) • Cobell $3.4 Billion Settlement - Proves the Trust Land Management System is Broken

NGAC Geospatial Partnerships with Tribes DOI Tribal Consultation Policy • Honor the government-to-government relationship • Involve the appropriate level of decision maker in a consultation process; • Promote innovations in communication by including a Department-wide tribal governance officer; • Detail early tribal involvement in the design of any process implicating tribal interests • Capture a wide range of policy and decision making processes under the consultation umbrella.

  6. NGAC Geospatial Partnerships with Tribes Key Tribal issues to be addressed • NGAC provide recommendations Tribal Lands Management System • Official DOI Tribal GIS Committee • BIA ESRI Enterprise License Agreement for Tribes

NGAC Geospatial Partnerships with Tribes • Replacement of existing Trust Asset Accounting System, TAAMS (non-spatial) • NGAC to be involved and provide recommendations in any development geospatial solutions to facilitate Tribal Land Records Management • DOI established Secretarial Commission on Indian Trust Administration and Reform • This Commission will play a critical role in our forward-looking, comprehensive evaluation of how Interior manages and administers our trust responsibilities to the First Americans. • Tribal Leader Consultation meetings- addressed only the Settlement payouts and Land Consolidation

NGAC Geospatial Partnerships with Tribes • Official DOI Tribal GIS Committee • Facilitate Dialogue with Tribes on Geospatial Issues (no current formal partnership) • Tribal Land Records Management (Cobell Settlement) • Equal Tribal Representation Geographically Across the Nation • Addresses Tribal issues and provides recommendations related to Tribal Land Records Management (Tribes are the subject matter experts with local land issues) (Cobell)

  9. NGAC Geospatial Partnerships with Tribes • BIA ESRI Enterprise License Agreement for Tribes • Office in Albuquerque, New Mexico closed October 1, 2011. Shane Willard is the new lead for the BIA helpdesk in Lakewood, CO. • Concerns with the archived and disposition of existing spatial datasets and information housed with the NGRC. (loss of spatial datasets) • Future ELA Management and Support (Rights to call ESRI) • Access to Software in a timely manner
