  2. STATE TRAFFIC COMMISSION Overview • The STC consists of the commissioners of DOT, Public • Safety, and Motor Vehicles. The STC promulgates regulations • establishing a uniform system of traffic control signals, devices, • signs and markings for public highways. • The STC has an Executive Director. • The STC office processes all traffic regulatory matters investigated by DOT, • in conjunction with DMV, DPS, and the Legal Traffic Authority of a municipality. • Reports and recommendations are submitted to STC by DOT Bureau of Engineering • and Highway Operations - Division of Traffic Engineering prior to the • Commission meeting. • The Commission meets once a month.

STATE TRAFFIC COMMISSION Overview (continued) • The STC regulates certain types of development and any associated impact • on a state highway, specifically…… No person, firm, corporation, state agency, or municipal agency or combination thereof shall build, expand, establish or operate any open air theater, shopping center or other development generating large volumes of traffic, having an exit or entrance on, or abutting or adjoining, any state highway or substantially affecting state highway traffic within this state until such person or agency has procured from the State Traffic Commission a certificate that the operation thereof will not imperil the safety of the public. (CGS Sec. 14-311[a])

STATE TRAFFIC COMMISSION Overview (continued) Furthermore… No local building official shall issue a building or foundation permit to any person, firm, corporation, state agency or municipal agency to build, expand, establish or operate such a development until the person, firm, corporation or agency provides to such official a copy of the certificate issued under this section by the commission. (CGS Sec. 14-311[b]) • STC can order the work to cease, require the applicant comply with specific • conditions within a reasonable period of time, or go to court. • The STC has 120 days to act upon an application. It can also suspend • the review time until the application is complete.

STATE TRAFFIC COMMISSION • Requirements of STC - Major Traffic Generator Certificate (STC Checklist) Information to be submitted: • 1” = 40’ Scale Roadway Plan • Showing frontage and 500’ in each direction • Existing and proposed topographical features • Any road improvements • Intersection sight lines • Sign and pavement markings (existing & proposed) • Property and Right-of-Way lines (both side of roadway) • 1” = 40’ Horizontal, 1’ = 4’ Vertical Scale Profile of all Drives • 1’ = 40’ Scale Pavement Marking and Signing Plan • Site Plan • -Contours, drainage, number and location of parking spaces

STATE TRAFFIC COMMISSION • Requirements of STC - Major Traffic Generator Certificate (STC Checklist) Information to be submitted (continued): • Drainage Requirements (Drainage Report) • -USGS Map • -FEMA FIRM Map • -Detailed narrative relating to proposed drainage and existing state (DOT) facilities • -Contour plans (both within and beyond site boundaries) • -Drainage layout and details of existing and proposed storm sewer as well as • hydraulic structure designs and their relationships to any adjacent state drainage • facilities • -If connecting to or draining to a DOT facility requires an analysis to determine • if the DOT system is adequate • -Design plans and computations • -Stormwater treatment measures • -Floodplain analysis

STATE TRAFFIC COMMISSION • Current Issues/Policies of STC • Any increase in square footage = a New Certificate • Extensive drainage analysis even if the project is maintaining or • decreasing runoff. • Requiring water quality (stormwater) measures as part of STC approval, • using EPA Phase II as justification

STATE TRAFFIC COMMISSION • DPW Projects • New facilities (200+ parking spaces / 100,000 SF) • If not on a state highway, make sure a Certificate Determination is done • early, hopefully before or during A/E proposal negotiations. • If there’s no question that the project needs a STC Certificate (frontage on • state highway), then the A/E scope/proposal needs to address the traffic and • drainage* components of the STC Checklist. * Watershed/hydraulic and DOT system analysis

Future Involvement • Hope to work with STC in developing a process or agreement for future • DPW projects that meets both STC and DPW needs with regard to • expansions and drainage.

  14. DEP CONSTRUCTION ACTIVITIES PERMIT Overview of General Permit • Phase I (1992) • - Construction: >5 acres Disturbed • Phase II (1999) • Construction down to 1 acre • Register with DEP between 1-9 acres • Stormwater Pollution Control Plan • review for 10 or more acres

  15. DEP CONSTRUCTION ACTIVITIES PERMIT When Are You Required to Register for a General Permit? • 30 days prior to the commencement of the construction activities which result in the disturbance of one or more total acres of land area on a site regardless of project phasing.

  16. DEP CONSTRUCTION ACTIVITIES PERMIT Requirements of General Permit • Follow 2002 CT Soil and Erosion Control Guidelines • Energy dissipators • Retain if <500’ of tidal wetland • 80% long-term sediment removal

  17. DEP CONSTRUCTION ACTIVITIES PERMIT Current Issues/Policies (DPW Procedures) • Who prepares the Registration form / who submits? 1. A/E = prepares plans and completes the registration form as part of CDs. Project engineer signs a part of the form. • GC = signs and submits the registration form to DEP 30 days • prior to disturbance. DPW not the registrant. • Consultants Procedural Manual & DPW Contract Documents clearly identifies who’s responsible. • No waiver of DEP fee for DPW projects: $500 to register (1-9 acres), an additional $500 for plan review (10+ acres). Fee paid by GC.
