The Setting Up of EASA Situation • EU EASA Regulation now very close to formal adoption by European Council and Parliament. • Objective : maintain high level of aviation safety in Europe • EASA to be in operation mid-2003 in order to : • Formulate, and adopt or propose, applicable rules covering the design, production, maintenance and operation of aeronautical products, parts and appliances, as well as personnel and organisations involved therein, and, • Progressively take over all product design certification & approval responsibilities within the next 3.5 years. • Scope of EASA responsibilities to be subsequently extended to implementation of rules governing other aviation safety aspects 19th Annual FAA/JAA International Conference (Phoenix, June 3-7, 2002) C. The Setting Up of EASA Implications & Related Issues : • Definition of envisaged future EASA system : organisation, structures, resources, procedures, ... • Transition from current JAA/NAAs system towards future EASA system(initial andsubsequentfinal scope of activities). Transition issues must be resolved in a manner that is fully compatible with, and facilitating, subsequent EASA scope extension and development as an efficient and effective European Authority. 19th Annual FAA/JAA International Conference (Phoenix, June 3-7, 2002) C. The Setting Up of EASA Ongoing Industry actions: • AECMA-Airbus study on appropriate EASA organisation for product certification activity • Criteria : compatibilty with future scope extension and smooth transition, efficiency, optimum use of resourses, clear image, industry needs, costs. • Industry consensus : generic model with Headquarters, and for each category of product, a Directorate and Regional Offices • Industry forecasts for planning of necessary resources during transition and for EASA) • All Interested Parties : to study and agree on organisation of future EASA Advisory Boby of Interested Parties 19th Annual FAA/JAA International Conference (Phoenix, June 3-7, 2002) C. Overall Management, Strategy and Budget control, • Relations with European institutions, • External relations strategy, Bilateral agreements preparation, • Overall management of the Rule Making process, Adoption of Technical codes, • Requirements publications, and overall rulemaking procedures, • Overall consistancy of rules (design, manufacture, maintenance, operartions,..) • Directorate for DOA, POA, MOA, ( policies, standardisation,..), Operations, • Licences,…and issuance of the Approvals under recommendation of Regional Offices • Drafting of Organisational requirements. Generic Model EASA HQ Directorate* Product or activity X • Manages drafting of technical codes for the X category of products, • Ensures standardised implementation of the Technical codes by the competent • Regional Offices, • Issue EASA Type Certificates (or STCs ) for the X Category of Products, upon • recommendation from Regional Offices, issue ADs recommended by ROs, • Organise investigations for EASA validation of Foreign Products of the X Category, • etc * either in HQ or in main RO • Conduct TC/STC investigations activities, and issue recommendations for • TC/STC issuance, • Ensure changes and repairs investigations, and issue approvals, • Ensure continued Airworthiness activities and propose draft ADs, • Ensure DOA,POA, evaluation and surveillance, and issue • recommendation for Approval and renewal, • Support Foreign TC validation of EASA products, • Manages the activities ( and ensures standardisation ) of local offices in • charge of Minor Changes Approval, Regional Office Region 1 Regional Office Region 2 Regional Office Region 3 LO LO LO LO LO LO NOTE : Regional and Local Offices (to be established only where needed) have defined scope of activity according to delegation from the Directorates. The Setting Up of EASA Main Issues(ctd): • Adoption of a clear, co-ordinated, transition plan : • Clear successive steps with associated assignment of responsibilities between EASA, JAA and NAAs • Clear definition of EASA and NAAs’ respective roles for discharging ICAO Convention obligations • Industry request : • Undisrupted continuity of certification/validation programmes • Straightforward "catch-up" process for previously type certificated products • No parallel, duplicated, EASA and JAA rulemaking processes (while JAA remain in existence) • Completion of EC-FAA discussions for establishment of EASA-FAA Bilateral Aviation Safety Agreement and parallel evolution of current FAA-NAAs BASAs 19th Annual FAA/JAA International Conference (Phoenix, June 3-7, 2002) C.
