  3. Comprehensive Explanation • AFTN / CIDIN technology is now becoming obsolescent, and is not sufficiently flexible to support future messaging requirements. It is intended that existing AFTN and CIDIN users and systems will transition to more modern technology, using the ATSMHS application, defined by ICAO to replace the AFTN telegraphic style of working with a store-and-forward Message Handling System based on international Standards and providing enhanced functionality. • The ATS Message Handling System (AMHS) is a proven messaging application based on the X.400 worldwide standards for messaging and on the Internet Protocol (IP) for transmission and routing. In the EUR ICAO Region it was decided to implement the AMHS on top of a TCP/IP network infrastructure. The deployment of AMHS is an ongoing work, which was started with the implementation of the "Basic Service" since 2006. An important development will be the introduction of the "Extended Service" which is described in the ICAO documentation. ESSIP Plan 2014 / Objective COM10

ESSIP Report 2013 • While the implementation of Basic ATSMHS is expected to be finalized by all states by 12/2014, the enhancement of the AMHS capabilities will most probably suffer delays because still Six ANSPs have not yet planned the implementation while four ANSP are Late in implementation ; • 23 States/ANSPs have implemented the basic ATSMHS, the remaining are implementing it but two which have No Plans yet; • 5 States/ANSPs have implemented the Extended ATSMHS, while 3 have No Plans to implement it; • Some states are suffering from lack of regional support, awaiting their neighboursACCs readiness to start planning implementation.
