Third Summit of the Americas Mandates on Employment “We will promote compliance with internationally recognized core labor standards as embodied in the International Labor Organization (ILO) Declaration on Fundamental Principles and Rights at Work and its Follow-up adopted in 1998. We will consider the ratification of or accession to the fundamental agreements of the ILO, as appropriate. In order to advance our commitment to create greater employment opportunities, improve the skills of workers and improve working conditions throughout the Hemisphere. We instruct the Inter-American Conference of Ministers of Labor to continue their consideration of issues related to globalization which affect employment and labor”.   10. Summit Implementation Review Group - SIRG • Comprised of the 34 democratically elected governments of the hemisphere, represented by their appointed National Coordinators. Reports periodically on the progress achieved in the fulfillment of the Plan of Action to the Foreign Ministers. • The SIRG meets on average 3 times a year, with at least one of their meetings held at the Ministerial level at the OAS General Assembly. • The most recent SIRG meeting was held in Washington D.C. October 19 - 20 of 2004 The SIRG was created in 1995 after the First Summit of the Americas Present Chair: Argentina

  12. “The three concepts reflected in the theme -- employment, poverty and democratic governance -- are closely linked and represent the greatest areas of concern in the hemisphere today.  The decision to address these concerns comes out of a regional context, well known to you, characterized by a problematic combination of democratic rule with high levels of poverty and social inequality.  We must face up to the problems of poverty and inequality, without wavering, with efficiency and full knowledge of our enormous responsibility”.   Remarks by Ambassador Jorge Taiana, Secretary of Foreign RelationsMinistry of Foreign Affairs of Argentina during the Second Plenary Session.
