  5. Reality Check This presentation will not be like any fire safety training you have received. IT IS REALITY BASED! The Goal is to have you understand fire behavior and how you can save others and yourself. There will be some “STRONG” statements made, not meant to cause fear, but rather to appropriately prepare you and your family.

  6. Functional Needs Defined “Populations whose members may have additional needs before, during, and after an incident in functional areas, including but not limited to: • maintaining independence, • communication, • transportation, • supervision, and • medical care.

  21. Fire Safety for Functional Needs Populations Why do Fire Fighters enter the building when everyone else should Evacuate? Functional Needs Populations have Specialized Rescue Needs! Fire Fighters NEED to know if Functional Needs Individuals are in the Structure!!! Functional needs Registries Reports to 911 Reports when on the Scene

  22. Mobilization Issues If a “Loved One” wishes to live at home there are several things you can do to assist in Evacuation and/or Rescue. Remodel a first floor room to make an appropriate living space. Locate the room as close to an exit as possible. Identify the exit route. Build a ramp…even for a few stairs.

  24. OPERATING A FIRE EXTINGUISHER • P. Pull and twist the pin • A Aim at the base of the fire • S Squeeze the trigger ( Extinguisher upright) • S Sweep from side to side (cover area of fire)

  25. CARDINAL RULE CALL 911 AND GET OUT!

  26. Rule 1 IF YOU CANNOT FIND YOUR PET! GET OUT! PETS HAVE AN INSTINCTUAL WAY OF SURVIVING!

  27. Rule 2 DON’T WASTE A PRECIOUS SECOND LOOKING FOR VALUABLES! GET OUT!

  28. Rule 3 DO NOT ATTEMPT TO EXTINGUISH THE FIRE, IF A FIRE EXTINGUISHER IS NOT CLOSE AT HAND AND YOU HAVE NOT HAD REGULAR TRAINING! REMEMBER EVERY SECOND COUNTS! GREASE OR OIL FIRES…DO NOT USE WATER…SMOTHER!!! GET OUT!

  29. Rule 4 IF YOU ARE A CARE GIVER AND CANNOT ASSIST IN THE RESCUE . SAVE YOUR OWN LIFE! GET OUT!

  30. Rule 5 IF YOUR NORMAL EXIT IS BLOCKED CHOOSE AN ALTERNATE! GET OUT!

  31. Rule 6 VERY OFTEN FN RESIDENTS AND CHILDREN GET CONFUSED DURING FIRE AND SMOKE AND SEEK THE SAFETY OF A BEDROOM ON THE SECOND FLOOR. NEVER GO UP! GET OUT!

  32. Rule 7 ONCE YOU ESCAPE NEVER EVER GO BACK IN THE HOUSE. THOSE WHO DO DIE! GET OUT!

  33. Rule 8 SHELTER-IN PLACE SELECT AND IDENTIFY SAFE ROOMS WHERE FF’S CAN EFFECT A QUICK RESCUE IF YOU ARE TRAPPED!

  34. Rule 9 SHELTER-IN PLACE IF EVERY POINT OF ESCAPE IS BLOCKED STAY ON THE PHONE AND TRY TO IDENTIFY 911 YOUR EXACT LOCATION.

  35. Rule 10 REMEMBER EVERY SECOND COUNTS. NEVER DELAY ESCAPING FOR AND PERSONAL POSSESIONS NO MATTER HOW IMPORTANT THEY ARE TO YOU AND YOUR FAMILY. GET OUT!

  36. Rule 11 MAKE EVER EFFORT TO STAY ON THE CELL PHONE UNTIL FF’S ARRIVE AND LOCATE YOU. GET OUT!

  37. Rule 12 EDITH= Exit Drills In The Home Practice Practice Practice! GET OUT!

  38. Rule 13 • PREPARE A FIRE SAFETY KIT FOR SAFE ROOMS • Flash Light/Strobe Light/Glow Sticks • Cell Phone • Whistle • Rescue Sign for safe room windows - “HELP”

  39. Rule 14 CLOSE ALL DOORS BEHIND YOU WHILE ESCAPING! OR IF YOU ARE TRAPPED , CLOSE DOOR IMMEDIATELY.

  40. Rule 15 IF THE DOOR AND DOOR HANDLE IS HOT TO TOUCH DO NOT OPEN, SHELTER-IN-PLACE , UNTIL FF’S CAN RESCUE!

  41. Rule 16 PREDESIGNATE A REUNIFICATION LOCATION FOR ANY EMERGENCY. INVOLVE NEIGHBORS IN THE PLANNING! Reunify

  42. Rule 17 IF A PERSON CATCHES FIRE YOU MUST MAKE A QUICK EFFORT TO EXTINGUISH! Use Copious amounts of water. Hose, Buckets, etc Stop, drop and roll Smother with a wool or flame retardant blanket Use an ABC extinguisher! EXTINGUISH

  43. Is there such a thing as “Spontaneous Human Combustion”? In 31 years, I have only suspected it once, but as an arson investigator it turned out to be a combination of smoking and alcohol consumption.

  44. Case Study- First Responders Typically first responders DO NOT receive training on caring for Functional Needs Populations!!!!

  45. High Rise Considerations Plan Ahead Do Not Use elevators Use Designated Escape routes Go DOWN the Stairs and out of the Building Do not leave doors open Do not impede FF’s If door is hot to touch do not exit. If you have a phone call 911 with exact location
