  5. Three procedures to reduce the risk PPR: an hazard mitigation tool (governement) PLU and SCOT: land use planification tools what integrate hazards (local authorities) OPAH: financial help to rehabilitate houses in a particular district (citizens)

  6. 1. the PPR To delimit zones exposed at he risks and to define in it : • prohibitions of new projects • conditions of construction • measures of prévention, protection and safeguard • measures on the existing buildings

  9. 2. PLU and SCOT: land use planification tools • To coordinate mitigation policies • To define for each areas the specific authorized activities • To prohibit or limit building in natural areas • To define the list of work what necessitate a licence in urbanized areas

  10. 3. The OPAH = program of work to rehabilitate houses in a particular district • Diagnosis of the district to evaluate the vulnerabiliy of houses • To define the list of worh what can be subsided • To encourage each owner to implement these adequate work

  11. In conclusion, floods mitigation require • to informe on the risk • to acquire the knowledge of its geographical environment near. • to anticipate the risk local authorities, state, owner, contractor, => each one can act to reduce its vulnerability • to know how react during the crisis
