Group Discussion on Potential ADC Position on Scoring Issues Option 1 Option 3 Option 2 Option 5 Option 4 Option 6 • Remain silent (do not comment) • Meet with staffers and brainstorm/ co-develop a legislative/ other solution • Report on issue in ADC newsletters, but do not take an official position • Assist DoD and other federal agencies in requests for OMB A-11 changes using industry review of FASB 13 as a catalyst • Approach OMB directly regarding OMB A-11 changes using industry review of FASB 13 as a catalyst • Join with other industry groups (e.g., ABA, NCPPP, etc.) to further the issue and co-develop and propose solutions • Draft legislation / and advocate for change - OPTIONS: • Set aside budget authority for these projects (fenced-off) • Propose capital budget • Budget reform to recognize lifecycle cost • Otherchanges in scoring rules
